- Plan, develop, and conduct liaison support for CGAPP programs, including introductory, primary, rotary, and fixed-wing flight training.
- Apply expertise in mathematical/experimental design analysis, statistical analysis, operations, and training research to identify issues, coordinate requirements, schedules, and program development recommendations.
- Address potential delays in training class assignments and direct complex program studies impacting pilot training and resource policies.
- Collaborate with NASC, CNATRA, and other departments to evaluate and improve pilot production processes.
- Determine resource requirements, allocate resources across training sites, and seek best practices to enhance administration, management, and mission quality.
- Serve as the principal CGLO representative in CGAPP and pilot training forums with DoD and foreign services.
- Oversee Coast Guard flight training production using databases such as the Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP).
- Communicate critical data to USCG leadership for program evaluation and decision-making; analyze trends and develop new assessment methods.
- Manage collection and reporting of student flight/ground training progress through TSHARP, ensuring timely and accurate information for resource decisions.
- Conduct long-term performance trend evaluations, adjust training systems as needed, and manage syllabus flow for all Coast Guard students through NASC, CNATRA, and Air Education and Training Command (AETC).
- Address training and quality-of-life issues for students.
- Act as the direct point of contact for Student Control offices at NAS Pensacola and NAS Whiting Field.
- Coordinate student control administration, processes, and procedures within NASC, Training Air Wing FIVE (TRAWING FIVE), its six Aviation Training Squadrons, and the USAF 23d Flying Training Squadron (FTS).
- Resolve conflicts and resource competition with subordinate commands, other TRAWINGs, and higher headquarters.
- Provide technical guidance on student control policies; develop procedures for reviewing and verifying Aviation Training Jackets (ATJs).
- Monitor squadron compliance with regulations, ensure adherence to training directives, and resolve conflicts in student aviation training information.
- Review, coordinate, and recommend changes to forms and administrative transmittal of ATJs.
- Manage all Coast Guard flight students in pre-training, primary, and advanced training pools.
- Coordinate with Naval Aviation Squadron Production Process Officers (NAPPO) to align student training with production goals.
- Monitor student class check-in procedures, provide daily assistance/guidance, and maintain automated student recall/transfer rosters.
- Oversee daily/weekly inter/intra-TRAWING student flow.
- Provide training, counseling, and mentoring to Coast Guard student naval aviators as required.
- Manage post-training transfer/re-assignment and re-designation processes for students awaiting attrition.
- Offer mentorship and guidance on the aviation training program to all Coast Guard student military personnel assigned to CGLO.
- Complete performance management tasks promptly, notify CGLO of accountability needs, and promote student development/training.
- Address performance and conduct issues promptly in collaboration with CGLO.
- Make independent recommendations on the student aviation training program and provide solutions for complex situations.
- Provide written input on tasks and observations for Officer Evaluation Reports (OERs) Duty Under Instruction (DUINS) for Coast Guard student aviators to the Deputy CGLO as required.
- Collaborate with the Deputy CGLO on workflow for all permanent party OERs and Enlisted Evaluation Reports (EERs).
- Exercise judgment in selecting and applying directives, practices, and precedents.
- Manage applicable directives within CGLO responsibilities as outlined in reference documents (e.g., COMDTINST 1500.10D and CNATRAINST 1500.4L).
- Oversee documentation for student programs and instructor requirements.
- Generate and prioritize work based on projects; initiate actions for CGLO objectives, including advances in Student Control processes and long-range planning.
- Manage Student Control processes independently, cooperating with CG and DoD colleagues.
- Plan and execute projects autonomously; evaluate assignments, set priorities, and provide timely briefings.
- Establish liaison with military/civilian personnel at various levels, including internal (e.g., 23d FTS, NASC, TRAWING FOUR/FIVE) and external (e.g., FORCECOM, OPM, CG-711) contacts.
- Engage in meetings, briefings, site visits, and communications to coordinate CGAPP management.
- Perform work full-time (8 hours/day with 30-minute lunch); coordinate absences at least 15 days in advance.
- Provide a draft Project Plan at the Post-Award Conference and a final version within 30 business days.
- Submit weekly progress reports via email, including work summary, labor hours, direct costs, technical progress, schedule status, travel, and concerns/recommendations.
- Education: Bachelor's degree in a relevant field.
- Experience: At least one year of relevant experience in program management, aviation training, or related areas; demonstrated ability to work independently, identify problems, and design student production plans.
- Comprehensive knowledge of CNATRA/NATRACOM and CGLO flight training missions, operations, products, services, and goals.
- Understanding of CNATRAINST 1500.4 (Student Naval Aviator Training and Administration Manual) and related policies, procedures, directives, and regulations.
- Proficiency in qualitative/quantitative methods to assess program efficiency/effectiveness; ability to develop/evaluate new or modified program objectives.
- Knowledge of aviation training program management policies/principles, Coast Guard/Navy programming/budgeting/planning tools (e.g., CGAPP, TSHARP), and CG directives/policies related to training management.
- Strong analytical, statistical, accounting, and economic skills to address program problems and recommend solutions.
- Excellent oral and written communication skills to present recommendations, reports, and proposals; ability to build/maintain effective relationships with peers, supervisors, and senior leadership.
- Ability to obtain a Common Access Card (CAC) via Mission Partner Identity, Credential and Access Management (MP ICAM) and pass a Tier 1 background investigation.
