The notice of the last day to file applications will be posted on the State of Hawaii's Civil Service Job Opportunities Listing page of our website.Duties SummaryPositions in this occupational field perform and/or supervise the on-going analysis of State programs requiring the utilization of statistical and cost/benefit analytical techniques so as to provide top-level management with a basis for considering program alternatives and funding levels over a six-year planning period.Studies range from those concerned with limited program elements to multiple programs. Systematic and detailed analyses are involved. Alternative programs are devised, and evaluated in terms of costs and benefits or effectiveness requiring considerable quantitative detail and analysis.Positions at this level are responsible for the review and evaluation of the six year plans of one of the major programs in the State's program structure, including recommendation of new programs and the desired levels of effectiveness and efficiency. A position in this class also participates in studies of program systems involving the independent study of sub-systems and participation in the development of overall findings and recommendations. Work is performed in accordance with standard statistical and cost/benefit analysis techniques and completed work is subject to general review to insure that objectives have been met.Minimum Qualification RequirementsTo qualify, applicants must meet the following requirements:Education: A bachelor's degree from an accredited college or university.Specialized Experience: One and one-half (1-1/2) years for Level III, and two and
one-half (2-1/2) years for Level IV, of progressively responsible professional work experience which involved utilization of economics, statistics, cost-benefit analysis or operations research concepts and methods to conduct evaluations of on-going programs and related issues of all kinds and to understand the economic, social and physical relationships involved.Such experience must have included the use of quantitative methods of analysis rather than purely descriptive methods. Further, the experience must have demonstrated skill, knowledge, and technical competence in the use of economic concepts and techniques or statistical and mathematical principles and tools in problem solving.Work experience of the type and quality described above are typically gained through employment in the following types of organizations:a. Operations research department of a major industrial corporation;
b. Program evaluation office of a major governmental unit:
c. Organized research unit in universities;
d. Private analytical organizations and firms.Note: Possession of the required amount of experience will not in itself be accepted as proof of qualification for the position.
