*We are offering a sign-on bonus for this position*Duties and Responsibilities:
  • Plan, coordinate, and execute audit tasks, applicable to NAVFAC PAC, issued by the General Accounting Office (GAO), Naval Audit Service (NAVAUDSVC), Department of Defense Inspector General (DODIG), and NAVFAC Headquarters.
  • Coordinate audit requirements with NAVFAC PAC leadership, management, staffs, and subordinate commands, as required, to meet audit objectives associated with/involving NAVFAC equities on the Red Hill Fuel Support Facility (RHFSF).
  • Gather, organize, and analyze information on administrative and operational audit requirements, procedures, and issues.
  • Evaluate and develop new methods or techniques for defining and solving problems.
  • Collaborate and advise NAVFAC PAC command staffs on audit tasks, actions, and deliverables.
  • Provide recommended actions, controls, and solutions to maintain optimal operational efficiency.
  • Ensure audit tasks and submissions are properly vetted, reviewed and approved prior to release.
Management Analysis
  • Evaluate audit announcements to determine appropriate assignments and identify NAVFAC PAC Subject Matter Experts (SMEs) or Points of Contact (POCs).
  • Assign, compile, and submit command responses to Requests For Information (RFIs).
  • Identify, report, and address conflicts/challenges early and timely to ensure deadlines are not exceeded.
  • Ensure appropriate reviews of submissions.
  • Effectively monitor progress of assigned tasks and elevate potential delays, failures, or problems to the NAVFAC PAC IG before deadlines are exceeded.
  • Collaborate with NAVFAC PAC leadership, management, and SMEs to meet audit requirements.
  • Trend all aspects of assigned audits.
  • Monitor/Track outstanding corrective actions to closure within assigned deadlines.
  • Identify, record, and disseminate lessons learned and process deficiencies in coordinating audit requirements to prevent recurrence.
  • Prepare contractual close-out documentation, including completion letters to the activity, Contractor's and Designer's performance evaluation (CPARS), as-built drawing transmittals, and Contractor's Release.
Program Analysis
  • Utilize existing NAVFAC organizational and program information to effectively assign audit taskers to appropriate command personnel.
  • Obtain appropriate, relevant program information to enable a cursory understanding of the audit topics for effective command coordination.
  • Establish effective information/data collection tools/methods to meet audit requirements.
  • Manage and communicate updates to assigned audits and audit tasked.
  • Collect and consolidate data for each audit. Ensure proper vetting, review, and approvals are obtained prior to release to audit agencies.
  • Prepare charts, graphs, overheads, slides and other visual materials for briefings and presentations. Conduct briefings as assigned.
  • Monitor NAVFAC PAC audits and communicate regular status updates.
  • Reconcile the NAVFAC Headquarters audit tracker with NAVFAC PAC monitoring system. Addresses discrepancies with NAVFAC HQ Audit Liaison Program Manager.
Operations Support
  • In collaboration with the NAVFAC PAC Assistant IGs (AIGs), facilitate coordination of audit requirements for site visits.
  • Collaborate with appropriate installation IGs to coordinate audit tasks that are shared by NAVFAC and an installation.
  • Issue appropriate notifications and taskers to meet NAVFAC audit objectives and requirements.
  • Attend and document results of audit conferences and meetings associated with NAVFAC audit requirements as needed.
  • Report problems or conflicts to the NAVFAC PAC Command IG and applicable AIG.
  • Serve as an escort, if required, to Federal audit team members conducting audits on NAVFAC equities.
  • Develop/Provide audit schedules/itineraries, venues, and visit requests.
  • Collaborate with area IGs when needed to meet audit requirements.
Status Reporting
  • Provide status to the Contracting Officer's Representative (COR) minimally once per week on current tasks and assignments
  • Brief execution schedule for future tasks.
  • Develop a work plan and submit to the COR in draft form as requested. Contractor shall be responsible to take meeting minutes due within four (4) days afterwards.

  • Submit an electronic status report monthly directly to the COR starting one month from award. Status reports shall include work accomplished, work to be completed, summary of issues, impacts, or concerns identified, data gaps, communications, and proposed resolution of issues.
  • All digital files for review shall be submitted by e-mail as authorized by the Navy.
  • Performs other related duties as assigned.
  • Field work for escorting Government Contractors to sampling locations may also be required for various sites in the local area. Access and utilization of a Government vehicle in accordance with all NAVFAC Hawaii procedures is authorized for this work.
Minimum Requirements:
  • Minimum five years management and/or program analysis experience.
  • Analytical, communication, interpersonal, problem-solving, and time management skills.
  • The ability to obtain and maintain a SECRET security clearance.
  • Proficiency in the use of the Microsoft Office Suite and Adobe Acrobat.
  • Valid Driver's license required.
