This position will offer great benefits with the state, including 15 days of annual and sick leave per year or more depending on applicable state service.Responsibilities of the Program Coordinator I: Under the Department of Children's Advocacy Investigations Unit Director, Program Supervisor, and/or Director's designee, and pursuant to Agency's investigative policy and procedures, employee performs intake and investigative functions regarding complaints which are submitted against the Department of Behavioral Health and Developmental Disabilities, Department of Public Health, Department of Health and Human Services, Department of Juvenile Justice, Department of Social Services, John de la Howe, School for the Deaf and Blind, and Wil Lou Gray Opportunity School in an effort to ensure that children under the care of a state agency, particularly children served by the child welfare or juvenile justice systems, receive timely, safe and effective services and to safeguard the health, safety and well-being of all children receiving services.Under direct supervision by the Department of Children's Advocacy Investigations Unit Director, Program Supervisor and/or Director's designee, the employee will be responsible for accepting, referring, monitoring, and investigating complaints submitted against the Department of Behavioral Health and Developmental Disabilities, Department of Public Health, Department of Health and Human Services, Department of Juvenile Justice, Department of Social Services, John de la Howe, School for the Deaf and Blind, and Wil Lou Gray Opportunity School. Employee will be guided by the Agency's intake and investigative policy and procedure and must be capable of working independently and collaboratively with other people and agencies in a respectful and professional manner.The Investigator will receive telephone and electronic complaint submissions, communicate with the State Child Advocate, or designee, regarding whether to refer cases to the appropriate agency or to investigate the allegations; maintain records regarding all complaints; monitor complaints, referrals, and investigations; and conduct investigations pursuant to the Agency's investigative policy and procedure. Investigator will be required to strictly adhere to state and federal laws regarding confidentiality. The Investigator will frequently communicate with complainants and government office and agency staff and must possess the knowledge, skills, and ability to conduct investigations, identify relevant issues, manage time and tasks, document pertinent information in the Agency's database, maintain records, and effectively communicate in a professional and courteous manner. Investigator will be responsible for avoiding a conflict of interest and exhibiting excellent customer service.
  • Answer phone and receive electronic complaints submitted by complainants regarding the delivery of services to children by the Department of Behavioral Health and Developmental Disabilities, Department of Public Health, Department of Health and Human Services, Department of Juvenile Justice, Department of Social Services, John de la Howe, School for the Deaf and Blind, and Wil Lou Gray Opportunity School.
  • Review monitor and/or investigate complaints submitted to DCA regarding delivery of services to children by Department of Behavioral Health and Developmental Disabilities, Department of Public Health, Department of Health and Human Services, Department of Juvenile Justice, Department of Social Services, John de la Howe, School for the Deaf and Blind, and Wil Lou Gray Opportunity School.
  • Effectively communicate and interact with complainants, DCA staff, and external staff to fulfill the mission of DCA and to represent DCA in a professional manner.
  • Strictly adhere to agency policy and state and federal law regarding confidentiality.
  • Bachelor's Degree and professional experience as an investigator.
Additional Requirements:
  • Position requires routine driver duties.
  • Position requires non-essentials declaration.
  • Position may be required to report to work during emergency situations.
  • This job will require travel throughout the state. The applicant must possess a valid South Carolina driver's license and reliable vehicle and must be able to drive independently throughout the state.
  • Demonstrated knowledge of law and policy regarding Department of Social Services and Department of Juvenile Justice procedures and experience with conducting investigations.
