
Project Development Coordinator for Capital Budget

- Under general supervision, with some latitude for independent initiative and judgment, manage and track capital project budgets for NYC Parks, and coordinate all budget activities and documents for assigned capital project portfolios.
- Communicate with and respond to requests for information from a range of stakeholders including project managers, senior management and other City agencies.
- Explain technical concepts, rules and requirements in an accessible manner to an array of audiences.
- Review, compile and process Certificate to Proceed (CPs) packages, Fixed Asset Intent (FN) documents, change orders, work orders, purchase orders, transfers, and any other budget- or procurement-related requests, and submit them to the Mayor's Office of Management and Budget (OMB) and the Office of the NYC Comptroller for approval. Pre-encumber capital and expense funds for registration.
- Coordinate and review submissions with the Capital Grants team to determine how grant funds can be spent within capital projects.
- Serve as a liaison to OMB, the Comptroller, and other City entities. Track and follow up on requests, and respond to time-sensitive inquiries, to ensure that approvals are received in a timely manner.
- Guide project managers through the various capital approval processes. Provide excellent customer support to all NYC Parks staff on budget-related matters.
- Use the City's Financial Management System (FMS) and other internal systems to reconcile capital project budgets and assist in the preparation of annual and multi-year capital commitment plans, actuals, variance reports and programmatic analysis. Work with project management staff to accurately track and monitor obligations and the use of funding through the review of financial data.
