DescriptionThis is an opening for a Network Operations Engineer to support a Department of State (DoS) Bureau of Information Resource Management (IRM) Operation Division. This program provides transparent, interconnected systems and security supporting the DoS in successfully carrying out its U.S. foreign policy mission. The Operations Division provides enterprise operations and maintenance support primarily to the DoS's foreign networks around the world. SAIC's program is named "Vanguard" and is an IT consolidation consisting of the Department's domestic and foreign network switch, routers and WAN devices.This is a shift work position for operations that are Monday - Friday 7am-11pm. Operations are expected to transition to 24/7 in the next 12 months which will require weekend support. This role requires on-site work and occasional local travel to the Dulles, VA area may be required.Description of Duties:
  • Provide Tier 2 support by: monitor SEIM tools and other vendor management tools, troubleshoot network and network security devices, implements software upgrades and backups, perform configurations, and troubleshoot on cisco routers switches / firewalls / and VPN concentrators.
  • Troubleshoot VPN / LAN / WAN connections to isolate problems and resolution issues for remote users and local resources within the DoS network including physical media, hardware cards, Operating Systems health, inspection the TCP protocol stacks, verify routing protocols and routed protocols.
  • Travel to our data center to perform hand-on network hardware repairs and upgrades on Cisco devices and other components.
  • Using COTS and GOTS tools such as Splunk to validate the health of network components.
  • Provides client consulting on the best practices and use of networks, tools, and approved architectures.
  • Create, update, resolve, and/or track issues using ServiceNow.
  • Create, update, revise work instructions, SOPs and other documents as assigned in support to daily operations in support of ISO20K processes.
  • Create weekly reports on team performance and workload management for DoS management.
QualificationsRequired Education & Experience
  • Bachelors and 5 years or more experience; Masters and 3 years; Additional experience may be used in lieu of degree
  • IT network engineering support experience (Tier I, Tier II, Network infrastructure implementation and maintenance)
  • Must have experience in one or more of the following: Cisco Routers, Cisco Catalyst switching, Cisco Firepower, and VPN concentrators, and working understanding of routing
  • Experience supporting the government customers in secure environments and classified networks such as SIPRNET operating standards and applicable guidelines
  • Demonstrably experience in troubleshooting of: Layer 1 - 4 of the OSI model
  • Experience evaluating packet captures such as WireShark
  • Experienced with performing root cause analysis, risk identification, and risk mitigation
  • Knowledge of cabling best practices
  • Experienced with network monitoring devices such as HP Openview, Nagios, or other similar monitoring tools.
  • Experience with ServiceNow Incident management module

Required Clearance
  • US Citizenship
  • Active Interim Secret Clearance or higher
  • Ability to obtain and maintain Top Secret Clearance
Desired Experience/Skills/Attributes
  • Familiarity with DoS network environments
  • Active certifications: Cisco CCNP and/or Cisco CCNA
  • Interpersonal skills including the ability to collaborate effectively and excellent written and oral communications
