KUWAITABOUT THE OPPORTUNITY:Comtech Systems, Inc (CSI) is looking for Outside/Inside Plant (OSP/ISP) Engineering Support Lead candidates who will plan and prepare drawings for new, and removal or rearrangement of existing, overhead, or underground lines, cables, and conduits to obtain optimum and economical utilization of communications facilities. Candidates will be expected to work with a spirit of cooperation and must exhibit a tenacious work ethic while possessing the drive and critical thinking to excel in potentially tumultuous conditions.
  • Prefer candidates with a valid US passport.
  • Must have an active, current Secret Clearance.

  • Manage and supervise the day-to-day tasking and assignment of OSP/ISP Contractors and assets to projects.
  • Submit accurate and timely reports for all assigned projects, daily Contractor assignments, morning reports, on-hand supply lists, project completion reports, system tests, and any locally generated required to the local communication provider agency.
  • Verify documents when integrating capabilities to maintain reliable service.
  • Submit, receive, process, coordinate and recommend concurrence or non-concurrence for all digging/excavation permits for all projects concerning or affecting the communications cable plant infrastructure.
  • Communicate complex situations to Staff Officers, General Officers, and those unfamiliar with technical concepts or language.
  • Analyzes traffic loads, available and existing lines, and estimates or forecasts of projected traffic to determine new lines or rearrangements and removals required.
SKILLS REQUIRED:All candidates will have the following minimum skills:
  • Minimum of five (5) years of experience in support of installations, repair, troubleshooting or maintenance of communications electronic systems or equipment.
  • Minimum of five (5) years of experience working with the following:
  • Supervision, management, and direction of Surveyor, Investigators, Draftsman, Logisticians, Technicians, and Installers on communication projects.
  • Experience in preparing working engineering project packages for installation teams to include installation instructions, sketches, List of Modification (LOMs), and engineering and program documentation (PSAs)
  • Experience in developing and execution of cutover plans for upgrades/installations of telecommunications and IT infrastructure.
  • Ability to communicate effectively, both written and verbally with diverse audiences, internally and externally to foster strong teamwork.
  • Work well independently or as a member of a team environment
  • Detail-oriented, with strong analytical skills.
EDUCATION/EXPERIENCE REQUIREMENTS:Preferred Bachelor’s degree in Engineering, OR an Associate’s degree plus seven (7) years of recent specialized experience, OR eleven (11) total years of recent specialized experience.
  • Must be proficient with Microsoft Office.
  • Experience in maintaining certifications related to the requirement of the position.
CERTIFICATION REQUIREMENTS:All candidates will have the following required certification(s):
  • Building Industry Consulting Service International (BICSI) or similar certification
