Join our team as the Human Resource Consultant Assistant 2 at our Washington Veterans Home in beautiful Port Orchard, Washington!Please note: The expected work hours for this position are 8:00 a.m. to 4:30 p.m., Monday through Thursday. Schedule may be adjusted to complete special projects, manage workload peaks, and provide office coverage. Occasional travel required for off-site meetings, trainings, and job fairs.
*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.Position(s) at this location will also receive 5% Premium Pay for facilities open twenty four hours per day. Employees must physically work at the facility 3 days per workweek to qualify. These locations provide Medicare and Medicaid nursing home care to honorably discharged Veterans, including, in some instances, their spouses, widows, or Gold Star Families.As the Human Resource Consultant Assistant 2, you will perform a variety of paraprofessional and technical duties in support of the Washington Veterans Home Human Resources Office and the employees at the Washington Veterans Home. Your role will ensure the proper maintenance of HR filing systems, process employee position changes and input, assist with the recruitment process, and communicate with internal and external stakeholders related to HR matters.DutiesSome of what you'll be doing in this position includes:
  • Maintaining organization charts, personnel files, medical files, positions files, background checks, injury claim files, etc.
  • Processing and executing onboarding of new employees to home including new employee orientation, new hire paperwork, ensuring recruitment process is followed and information packet is complete.
  • Providing training and policy information, photographing for badges and inputting into HRMS.
  • Tracking completion of Performance Development Plans, annual Compliance Plans, OBRA requests, and background checks.
  • Assisting and providing information to employees and supervisors regarding the evaluation process, position descriptions development and review, etc.
  • Archiving files as noted on the Washington Retention Schedule.
  • Analyzing and summarizing data and preparing reports using computerized and/or manual systems.
  • Coordinating maintenance of HR information and maintaining confidential records.
  • Receiving, coordinating, and processing employee change actions such as changes in appointment, new hires, and separations using HRMS.
  • Developing and delivering appointment letters, benefit, and other workplace information to employees.
  • Providing general office support within the HR Office and communicating concerns to supervisor.
  • Responding to inquiries and resolving issues while ensuring the accuracy and completeness of documents such as employment, benefit eligibility, or calculations, leave administration, compensation, and Collective Bargaining Agreements administration.

QualificationsRequired:Two (2) years of office support or administrative experience, including at least six (6) months in a human resource environment.Working knowledge of documented guidelines, RCWs, WACs, CBA, and agency policy.Ability to speak, read, and write in the English language.
Preferred/Desired:
  • Four (4) years of office experience including two (2) years of experience in human resources or a related setting; or have equivalent education/experience.
  • Customer service experience.
  • Strong ability to interact directly with workforce, respond to concerns, and make informed decisions.
  • Proficient in the use of Microsoft Excel, Word, Outlook, Access, Teams, and Internet Explorer.
  • Experience in presenting information to small groups.
  • One (1) year experience using HRMS for entering personal actions in the State of Washington OR using HRIS system for personnel actions/activities.
  • Experience with State Civil Service Rules and ability to correctly interpret Civil Service Rules and collective bargaining agreements (CBA).
  • Experience working with a unionized workforce.
  • Experience explaining benefits, policies, rules and rights to employees and other customers.
