- Advise, consult, and perform a wide variety of HR functions such as labor relations, classification and compensation, contract administration, employee relations & performance management.
- Plan, develop, deliver, and support human resource management programs and projects such as recruitment and selection, performance management, labor relations, classification and compensation, employment and other related human resources laws, issues, policies, strategies, and guidelines.
- Manage and perform full cycle recruitment processes; partner with hiring managers and internal customers to identify position requirements and understand hiring needs. Represent DHR on the Talent Advisory Committee to identify ways to continuously improve and refine the selection process to create an optimal experience both internal and externally.
- Serve as Leave Management Administrator responsible for processing requests and determining eligibility for FMLA/KCFML, WPFML, etc.; Consult with employees and management, track leave usage, and coordinate with payroll to ensure accurate coding and manage donated leave program.
- Act as a system administrator for PeopleSoft HCM and other software programs by managing data and entering transactions, process salary changes and employee movements. providing training, responding to users' inquiries, resolving complaints; and generating analytics/metrics reports.
- Serve as a department human resources liaison with other county agencies, and external agencies inclusive of service on County task forces and project teams.
- Conceptualize, develop, and implement strategies, systems, standards and plans for a wide variety of functions. Use continuous improvement techniques to provide input and enhancements to HR practices and processes by contributing innovative ideas and recommending efficiencies.
- Have a progressive background and experience as a Human Resource Generalist including a proven track record of applying human resource policies/procedures and employment/labor laws in their daily work.
- Have knowledge of and experience determining eligibility for and processing requests for protected leaves such as FMLA, KCFML, WPFML, etc.
- Able to promote King County as an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice Goals. Engage with and source applicants. Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events. Manage the candidate relationship from beginning to end.
- Can manage full cycle recruitment processes and data entry into HRISS systems for vacancies and other position information. Prepare and maintain all hiring documentation and files.
- Understand how large organizations work, including how to get things done through formal and informal channels and the ability to manage diverse and potentially conflicting perspectives.
- Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently or as part of a team.

- Is tech savvy and comfortable working with large amounts of data and using software applications in your daily work. The county uses NEOGOV, PeopleSoft HCM, Tableau, Microsoft Office, and other software programs.

- The duties for this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Occasional onsite work will be required.
- Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
