We continue to serve the educational and economic development needs of the region and proudly boast more than 40,000 alumni.Job Description:The One Stop System Operator (Operator) provides leadership and oversight of the One-Stop workforce development system in Onondaga County. Reporting to the Executive and Finance Committee of the OCWDB, the Operator ensures coordination among required One-Stop partners, alignment with the Onondaga County Workforce Development Area (OCWDA) Memorandum of Understanding (MOU), and compliance with the Workforce Innovation and Opportunity Act (WIOA). The Operator is responsible for ensuring that the CNY Works Career Center exemplifies the characteristics of a high-quality One-Stop Career Center, providing effective, customer-focused services to job seekers, workers, and businesses.KEY RESPONSIBILITIESSystem Oversight & Coordination
  • Oversee integrated services within the Onondaga County Local Workforce Development Area in accordance with the New York State Career Center System and the local MOU.
  • Serve as MOU Managing Partner to ensure effective and efficient service delivery, compliance with WIOA, and achievement of measurable outcomes.
  • Develop and manage policies, procedures, and practices to ensure the One-Stop Career Center meets WIOA standards of:
  • Customer-focused service
  • Innovation and service design
  • Systems integration and high-quality staffing
  • Create clear systems standards, procedures, and processes
Partner Coordination & Service Integration
  • Coordinate with partner programs to create and maintain a seamless, customer-focused referral system across WIOA programs.
  • Develop and maintain a compendium of workforce services, criteria for access, and referral processes within the LWDA.
  • Establish and maintain a universal release of information form to support data sharing across partners.
  • Convene regular cross-agency staff meetings and trainings to align service delivery, improve referrals, and strengthen collaboration.
  • Hold regular leadership meetings with MOU partners to review referral processes, performance outcomes, and recommend procedural changes.
  • Monitor partner adherence to the MOU and provide notification of compliance issues to CNY Works, Inc.
Continuous Improvement & Innovation
  • Identify opportunities for improved system design, customer outcomes, and referral quality.
  • Establish partner performance goals and conduct quarterly and annual reviews.
  • Strategize and implement improvements toward real-time referrals and high-quality workforce development outcomes.
  • Facilitate communication and collaboration with city, county, and community agencies to maximize access to workforce services.
Additional Duties
  • Perform other duties as requested by CNY Works, Inc. and agreed to in writing.
Requirements:MINIMUM QUALIFICATIONS
  • Bachelor's degree from an accredited college, university and foreign equivalency in public administration, education, workforce development, business, or a related field.
  • Minimum of 5 years of experience in workforce development, program management, or related human services leadership.
  • Strong organizational, communication, and facilitation skills.
  • Demonstrated ability to collaborate across agencies and manage multi-stakeholder partnerships.
PREFERRED QUALIFICATIONS
  • Master's degree from an accredited college, university and foreign equivalency in public administration, education, workforce development, business, or a related field.
  • Knowledge of WIOA regulations, workforce development systems, and partner program coordination.
Additional Information:Contingency & Start Date: This position is contingent upon Onondaga Community College (OCC) being selected as the One Stop System Operator for Onondaga County. Employment will commence upon OCC's confirmation of award and finalization of contract terms with the Onondaga County Workforce Development Board.Application Instructions:
