We continue to serve the educational and economic development needs of the region and proudly boast more than 40,000 alumni.Job Description:The Director of Buildings & Grounds at Onondaga Community College will provide leadership and oversight for campus facilities, including building infrastructure, grounds maintenance, fleet vehicles and physical plant operations. The Director works in collaboration with other departments to support and meet the expectations of the physical campus environment.This position is responsible for planning, organizing, supervising, managing, and providing technical support to the Building Maintenance and Grounds Departmental staff. This management responsibility extends to the inspection of facilities infrastructure (general, electrical, plumbing, HVAC), equipment and systems for the determination of maintenance needs and building improvements; repair, renovations, landscaping, snow removal and grounds maintenance including athletic fields; automotive and fleet maintenance services; campus-wide workorder system; office moves, and furniture/space set-up in support of event operations. The Director ensures campus facilities are fully operational with all systems and utilities functioning properly.The Director will design, execute, and evaluate a system of internal controls that provide reasonable assurance that building operations are effective and efficient, unit assets are safeguarded, unit financial and cost information is reliable, and the unit complies with applicable laws, rules, regulations, policies, and procedures.MAJOR RESPONSIBILITIESOperational:
- Provide leadership and direction for property management of College facilities and grounds.
- Develop departmental operating budget requests and recommend priorities for the maintenance and operational functions and related contract services.
- Develop and implement a facility management program including preventative maintenance and life-cycle requirements.
- Formulate policy for the safe and efficient operation of the College's maintenance and operations functions, grounds, and physical plant, including procedures to ensure compliance with applicable federal, State and local codes and regulations, regulations on workplace safety, procedures for campus parking and vehicle access, fire safety and other codes and regulations which may apply.
- Assist with processes for the selection of consultants for College capital and physical plant projects. Consult with architects, engineers, and College departments in the planning and development of major new construction or renovation/refurbishment of existing facilities.
- Responsible for the oversight of campus space, the facilitation of moves, and coordinating space use and layout.
- Manage campus-wide facilities work order system; ensure work orders are processed, and results are accurately communicated to end-users and department managers
- Lead and participate in operational related projects: emergency management, capital projects, special events, security and other related building services functions.
- Assist in improvements of operational methods that support sustainability and President's Climate Control Commitment.
- Position is considered essential personnel: required to report to work under emergency conditions and campus closings, required to be on call.
- Position has an integral role in the implementation of Energy Conservation Measures (ECMs) that are brought forward from the sustainability and energy team.
- Responsible for life safety systems related to light systems; assist with sprinkler and fire alarm maintenance; and have a working knowledge of all.
- Support the office of Residence Life in all matters around maintenance and operation of four buildings on campus and the 24/7 needs of residents.
- Plan and organize the facilities division by identifying responsibilities, planning work (including building inventory lists, frequency schedules, performance and productivity standards, and equipment and inventory supply levels), and organizing the business unit.
- Manage and oversee staff, equipment and systems associated with the facilities systems and building operations. The work involves responsibility for planning, organizing, supervising, managing and providing technical support to facilities staff of the College.
- Plan and execute the College's building maintenance and HVAC preventive maintenance program.
- Maintain records and reports and update NYS Department of Health website.
- Inspect and evaluate the work of maintenance crews and independent contractors; keep appropriate records, submit timely reports and take appropriate action as necessary.
- Responsible for the management and oversight of staff, including managing, planning, scheduling and directing the work related to the following activities:
- All snow removal on campus including the scheduling, prioritizing, management, safety and communications; participate in "snow calls" and provide on-site knowledge and information as it pertains to campus closings.
- Repair, renovation and maintenance of College grounds, roads, parking lots and walkways and snow removal.
- Landscape/horticulture design and maintenance.
- Automotive/fleet maintenance services, to include a preventative maintenance program, vehicle request program, inventory control process, a work order management system pertinent to cards, trucks, snowplows, tractors, and motorized small engine equipment.
- Office, room, and furniture set-ups in support of College events or operations.
- Routine maintenance and repairs for athletic fields.
- Bachelor's degree in Facilities Management, Facilities Engineering, Project Management, Construction Management, Business Administration or related field and 6 years of experience in facilities maintenance, utilities, or equivalent related functions; 3 years in a leadership/supervisory role, OR
- An Associate's degree with 10 years of experience in facilities maintenance, utilities, or equivalent related functions; 3 years in a leadership/supervisory role.
- Proven experience working on a large facility/campus (e.g. college, hospital, plant) servicing several buildings and expansive grounds
- Bilingual in English and Spanish. English and other languages will be considered.
- Proven ability to manage facilities-related personnel and projects and effectively meet department's expectations
- Working knowledge of supervisory practices and procedures; union contracts and civil service rules; public relations and customer service
- Previous facilities project management knowledge is essential
- Knowledge of budgeting and fiscal responsibility is required
- Effective supervisory skills and knowledge of best practices strongly desired
- Ability to effectively communicate orally and in writing is required
- Familiar with and knowledge of OSHA regulations
- Working knowledge of management principles and best practices as related to large-scale facility maintenance and operations
- Ability to supervise personnel in a manner conducive to full performance and high morale
- Ability to read blueprints
- Competency in the use of personal computers and Computer Maintenance Management Systems software applications
- Demonstrated skill and ability with technology, including software applications (such as MS Word, MS Excel and MS Outlook)
- Salary range is: $90,000 commensurate with credentials and relevant experience.
