Application screening will be ongoing until the position is filled.This position reports to the Environmental Specialist 5 (ES5) for the Environmental Branch in the Construction & Facilities Management Office (CFMO) and is responsible to serve as a senior environmental specialist duties with the primary focus on implementation and administration of the Sustainability & Pollution Prevention Program, the Spill Prevention Control & Countermeasure Program, the Water Quality Program, and the Environmental Performance Assessment System. This is a lead position providing technical guidance to junior staff in the implementation of environmental programs and projects.This is a civilian position and does not require military service affiliation.About the Washington Military DepartmentProtecting people is our passion. - Identify facilities/units' environmental sustainment and pollution prevention supplies and equipment needs.
- Plan, facilitate, and represent the program and/or agency in public meetings, hearings, and workshops.
- Characterize and profile sustainment and pollution prevention needs in facilities.
- Coordinate related sustainment and pollution prevention risk assessment, investigation, and cleanup.
- Review compliance related permit applications for technical accuracy.
- Respond to and investigate complex or highly technical complaints, violations, and inquiries.
- Prepares and implements spill prevention policies and procedures training plans for unit environmental compliance officers (UECO).
- Promote environmental regulatory compliance throughout the organization.
- Ensure compliance with environmental regulations and permits for the water and stormwater systems.
- Perform technical oversight on groundwater and soil contamination issues.
- Serve as subject matter specialist to EPAS management for the Washington Army National Guard (WAARNG).
- Maintain records and inventories of EPAS related site reports, site risk assessments, and past and current cleanup activities.
- Sustainability and pollution prevention (including air quality).
- EPAS experience.
- Performing complex environmental compliance audits/investigations.
- Reviewing, monitoring, and/or issuing water, stormwater, air, or hazardous material permits to local jurisdictions.
- Federal, Tribal, State, and local environmental compliance issues, laws, and regulations.
- Policy formulation and analysis.
- Pollution prevention and control.
- Implementation of policies related to stormwater management, Clean Air Act (CAA), and Clean Water Act (CWA)
- Archeological and cultural resource management.
- Interpret and follow published safety rules and regulations and understand/communicate industrial safety, fire, and Hazardous Waste Management Program requirements to minimize risk to self, coworkers, and staff and to ensure program and staff compliance.
- Review and understand technical documents (e.g., plans and blueprints for buildings and infrastructure systems), recognize changes that need to be made, and develop assessments.
- Use Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, or similar software) to develop documents in support of program objectives.
