Potomac Management Solutions is seeking Special Field Investigators for a potential contract opportunity.Job duties include, but are not limited to the following:
  • Abide by all standards, policies and procedures set forth in the EROD SI Manual and other correspondence and policies provided by the EETD.
  • The EROD SI Manual will be provided to the Investigator electronically by accessing the shared drive from his/her ATF laptop. Investigators are expected to utilize any worksheet(s) contained within the EROD SI Manual. With each order, the Investigator shall be tasked with completing the investigations by adhering to the EROD SI Manual.
  • The Investigator shall be required to conduct and take accurate notes of interviews; to review records and files; and to reduce those notes and reviews to writing in the form of a Report of Investigation (ROI).
  • The Investigator shall have a designated POC to assign each case for investigation based on geographical availability, while adhering to the travel guidance provided in section 17 of this document. The designated POC shall provide monthly reports to the EETD, to begin at a date agreed upon after acceptance of the contract. At a minimum the reports will include the case name, case number, and status of investigation. Ad hoc reporting may be requested by the EETD. The designated POC will filter any questions regarding the investigation to the EETD.
  • Work assignments associated with an order shall be completed by the due date determined by the EETD. If a Investigator determines that he/she cannot meet the due date of a particular assignment, the Investigator shall request an extension from the EETD. Failure to obtain such an extension may result in reduced or non-payment for that particular assignment. Repeated failure to submit ROIs by the required due date may be cause for termination of the contract. Due dates for the ROI will typically be 30 days from the date of assignment.
  • Upon completion of an investigative assignment, the Investigator shall submit the following items in accordance with the policies and procedures set forth in the EROD SI Manual, policies and SOPs to the EETD:
  • Completed ROI;
  • Any attachments as stated in the ROI or other documents to be included in the investigative file.
  • Attachments to the report shall be scanned and inserted into the case management system as source documents. Hard copies of any documents obtained during the course of the investigation shall be sent to EETD via Federal Express. Investigator shall destroy all work files within 30 days of the final determination notification, and shall notify the COR as to when and how the work files were destroyed.
  • The Investigator shall review all ROIs and all other submissions to ensure the information being provided to the EETD is factually accurate, meets the assignment requirements, is formatted following the EETD procedures and guidelines and is free of errors. All reports shall objectively present the facts as discovered during the investigation.
  • When investigative assignments and/or reports are not completed in compliance with EETD procedures and guidelines, the Investigator shall be responsible for making corrections, providing clarifications, and conducting missing investigative assignments at no additional cost to the government.
  • The Investigator maybe required to work a Full Day or a Half Day under this contract to assist in reviewing closed assignments in the CMS and ensuring appropriate documents are included prior to archiving cases.
Required Qualifications:
  • Investigators shall be able to maintain a top secret clearance.
  • Shall undergo and receive a favorably adjudicated Tier 5 (T5) background investigation (BI) to determine his/her suitability to access ATF information, information technology systems (IT) and/or unescorted access to facilities.
  • Investigators shall have at least three years of current experience conducting personnel or criminal investigations.
  • Investigators are required to have experience of either a college degree (bachelors) or four years of general experience, and four years of specialized experience within the last five years or one year of specialized Federal investigative experience.
  • General experience is progressively responsible experience that demonstrates the ability to problem solve, analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and communicate effectively, orally and in writing, on a professional level.
  • Investigators shall possess sufficient investigative abilities to perform the orders assigned to them by the EETD.
  • Investigators shall be computer literate and efficient in software programs that support email, word processing, and data entry, which are utilized to electronically receive assignments and submit electronic reports.
  • Further, all Investigators, when performing the duties assigned hereunder, shall be expected to utilize his/her personal automobiles, information technology equipment, as appropriate, and facilities.
  • Investigators shall be required to use an ATF laptop for ATF assignments and will have access to the ATF case management system.
  • Each Investigator, when working on behalf of the EETD, shall carry themselves in a manner that reflects positively on ATF. To that end, Investigators, when on duty, shall present themselves in a professional manner, be neatly groomed and appropriately attired.
