Position SummaryUnder the direction of the Procurement Contract Administrator, the Purchasing Agent I is responsible for procuring all materials, supplies, services and equipment for the Housing Authority while ensuring the highest quality for the lowest price in compliance with established policy.Job DutiesThe following include, but are not limited to, essential functions of the position.
  • Enters requisitions into computer software systems.
  • Places product orders daily under the direction of the Procurement Asset Agent.
  • Meets with and communicates with vendors to review and learn about various products and/or services.
  • Evaluates vendors and suppliers based on Housing Authority standards.
  • Verifies accuracy of orders, acknowledgments and invoices and maintains various electronic documents.
  • Processes vendor payments and tracks costs in various electronic documents/ software.
  • Assists the Procurement Asset Agent in developing formal and informal bid processes.
  • Participates in the solicitation, evaluation and award of bids and proposals.
  • Assists the Procurement Asset Agent in performing price/cost analysis for products and services.
  • Schedule deliveries, outside vendors/ service providers and other related inquiries as needed.
  • Identifies new vendors and suppliers to provide products and services.
· Maintains records of vendor performance.· All other job-related duties as assignedKnowledge Skills and AbilitiesTo perform the job successfully, an individual should demonstrate the following:
  • Knowledge of or ability to interpret Federal requirements for purchasing.
  • Working knowledge of asset management, governmental purchasing practice and accounting principles.
  • Must have working knowledge and be able to use word processing and spreadsheet and database software.
  • Must have excellent organization skills; organizing work, prioritizing tasks and managing time.
  • Must be able to work with little to no supervision.
  • Must be able to work in a high stress environment and handle difficult situations.
  • Must be willing to participate in organizational projects including participating in planning and development work groups when needed.
  • Must be able to communicate effectively both orally and in writing.
  • Must be able to establish and maintain an effective working relationship with supervisory personnel, coworkers and the general public.
  • Must have excellent work attendance.
  • Must maintain confidentiality.
Minimum Qualifications
  • High School diploma or equivalent.
  • Minimum of 3 years of purchasing/procurement.
Preferred Qualifications· Associate Degree in Business Administration.· Knowledge of computerized inventory control systems.· Knowledge of JD Edwards Accounting Software.Certification(s) and/or Licenses Required
  • Must have a valid driver’s license and be insurable by the Sault Tribe Insurance Department.
  • Must comply with annual driver’s license review and insurability standards with the Sault Tribe Insurance Department.
  • May be required to complete and pass pre-employment drug testing.
