Telework options are subject to change at the discretion of management.The Environmental Program Consultant position is assigned to the Facility Management Branch within the Hazardous Waste Section. The position will provide project oversight of permitted hazardous waste management facilities. The position will be responsible for ensuring facility owners and operators maintain compliance with permits and perform corrective measures where hazardous waste releases have contaminated environmental media. The position will review permit applications, remedial investigation work plans and reports, and corrective action documents, interact with fellow staff, facility personnel and their representatives, various stakeholders, and the general public, issue written correspondence, permits, and other legal mechanisms required for the facilities, conduct field reconnaissance as needed, and keep track of project details and activities.Key Responsibilities:
- Perform technical reviews and evaluations of RCRA corrective action documents and oversee groundwater compliance for hazardous waste management facilities;
- Review and modify closure and post-closure plans and conduct technical reviews and evaluations of hazardous waste management permit applications;
- Interact with EPA Region 4 and department personnel;
- Provide technical information to the public and facilities; and
- Keep track of facility compliance activities and progress on projects.
The mission of the Hazardous Waste Section (HWS or Section) within the DWM is to implement the federal Resource Conservation and Recovery Act (RCRA) and hazardous waste program in North Carolina, as well as to implement specific state laws and rules that are either more stringent than the federal program or in addition to the federal program (e.g., the N.C. Resident Inspector Program for commercial hazardous waste management facilities and the N.C. Mercury Switch Removal Program). The Section consists of two branches and one unit: Facility Management Branch (permitting and corrective action), Compliance Branch (inspection, compliance, and enforcement) and the Financial and Information Management Unit.The Division of Waste Management:
