DescriptionThe St. Louis County Assessor's Office is seeking qualified Senior Commercial Appraisers. These positions will be appraising commercial, industrial property, and complex residential to calculate tax assessments, analyze collected data to estimate the commercial land and improvement values, and provide supportive testimony for tax appeal proceedings. The typical starting salary is $28.70 hourly depending on the candidate's qualifications and experience as well as budgetary considerations. There is an addition to pay for hours worked for those possessing State certification ($2/hour for Residential certification or appraisal license and $4/hour for General). To learn more about these and other County benefits, please visit .Examples of DutiesEssential Function ExamplesDevelop property valuations for commercial, industrial, and complex residential real property, either existing or under construction, through field inspections, calculating building and site improvement sizes and characteristics and analysis of market data.Review property values by analyzing and reconciling value using cost and income approaches and making final recommendations of property value.Prepare and maintain appropriate narrative appraisal and status reports, correspondence and other files and records.Investigate, present and defend property values in a manner that complies with State Statutes, the State Tax Commission Rules, and Board of Equalization defined procedures.Produce complex written narrative appraisals of commercial and complex residential real property for the purpose of defending the appraised values before the State Tax Commission.Marginal Function ExamplesResearch, gather and interpret information on commercial appraisals and market data analysis.Perform other duties as required or assigned.Minimum QualificationsFour years of experience in commercial appraisal; or an equivalent combination of training and experience. Applicants must posses a valid Drivers License.The work rules for the St. Louis County Assessor's Office require all employees, whether they reside in St. Louis County or elsewhere, to remain current in the payment of their personal and real property taxes.Additional InformationSELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.
