Job Description:SUMMARY: The Director of Touchstone Property Services holds a key leadership role within the Cincinnati Metropolitan Housing Authority (CMHA), driving strategic initiatives to expand housing opportunities across diverse income levels and community needs. This role is directly accountable to the Chief Executive Officer (CEO) and is responsible for leading all operational and administrative functions of Touchstone Property Services.   • Lead and inspire regional and affordable housing property managers to achieve superior program performance and customer service, demonstrating Respect, Accountability, and a commitment to excellence.
  • Develop, implement, and enforce operational policies and procedures that ensure accurate compliance with LIHTC, federal, and state regulations.
  • Monitor financial and compliance outcomes to ensure each site consistently meets or exceeds established goals while delivering high-quality housing services.
  • Guide the strategic development and execution of multi-year business plans with an emphasis on operational value, fiscal responsibility, and long-term impact.
  • Partner with Finance to steward a cost-effective and sustainable affordable housing portfolio.
  • Drive achievement of occupancy and receivable targets, promoting integrity, initiative, and accountability in team performance.
  • Ensure transparent communication with the CEO about major developments, challenges, and milestones.
  • Expand Touchstone's reach by identifying and securing new property management contracts, showcasing creativity, professionalism, and strategic initiative.
  • Oversee the preparation and timely, accurate submission of all required financial and regulatory reports.
  • Ensure adequate staffing coverage at all sites, including on-call responsibilities during holidays, while promoting a culture of respect for employees and tenants alike.
  • Collaborate across CMHA departments to deliver results that reflect quality, professionalism, and shared agency goals.
  • Provide exceptional customer service to all stakeholders with a focus on respect, responsiveness, and value.
  • Ensure onboarding, training, and ongoing professional development for all site personnel, emphasizing CMHA's standards of excellence and professionalism.
  • Ensure timely, high-quality resolution of maintenance requests and uphold a “gold standard” in property condition, safety, and satisfaction.
  • Promptly and fairly resolve tenant concerns, balancing tenant rights with agency interests to foster integrity and respect.
  • Uphold and enforce CMHA policies with fairness, consistency, and professionalism.
  • Ensure all financial documents, reports, and budgets are produced with accuracy, timeliness, and transparency.
  • Maintain regulatory compliance across all developments, including Low-Income Housing Tax Credit and other relevant programs.
  • Oversee and ensure accurate, timely completion of annual and interim resident recertifications.
  • Lead the development and performance management of employee accountabilities with Excellence and Accountability in mind.
  • Pursue continuous professional growth through workshops, seminars, and industry engagement, modeling Integrity, Initiative, and lifelong learning.
  • Approve and oversee capital improvement projects with a focus on delivering lasting value and operational efficiency.
  • Encourage staff innovation and continuous improvement in service delivery, cost control, and resource utilization.

Requirements:QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each competency satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Minimum of eight (8) years of progressive experience in a leadership role, reflecting accountability, initiative, and proven success in guiding high-performing teams.
  • At least five (5) years of experience in LIHTC affordable and multi-family property management, including direct supervision of staff, showing a commitment to excellence, accuracy, and quality.
  • Exceptional leadership, team-building, and interpersonal skills rooted in respect, active listening, and transparent communication.
  • Strong time management and prioritization abilities, demonstrating timeliness, adaptability, and the ability to thrive in a dynamic, multitasking environment.
  • Demonstrated track record of maintaining high occupancy and collection rates while operating within budget constraints, with a focus on delivering value and financial integrity.
  • Excellent oral and written communication skills to engage a diverse array of stakeholders with clarity, professionalism, and creativity.
  • Proven ability to work cooperatively and effectively with diverse populations, promoting an inclusive culture of respect and mutual support.
  • Proficiency with PC-based applications, including Microsoft Word and Excel, to ensure accurate and timely reporting.
  • In-depth knowledge of affordable housing programs and Low-Income Housing Tax Credit (LIHTC) requirements, reflecting accountability, integrity, and regulatory accuracy.
DESIRED QUALIFICATIONS:
  • Knowledge of building maintenance and repair, construction methods, and equipment/materials management, with a commitment to operational excellence and quality.
  • Strong analytical and problem-solving skills, incorporating both quantitative and qualitative analysis with creativity and initiative.
  • Familiarity with Information Technology systems related to maintenance, inventory control, and operational efficiency, supporting continuous improvement and value delivery.
  • Proficiency in Microsoft Office and the ability to learn program regulations and systems quickly.
EDUCATION/EXPERIENCE/CERTIFICATIONS:
  • Bachelor's degree in public/business administration, urban studies, or a related field. Equivalent experience may be considered.
  • Minimum of eight (8) years of experience in property management, including at least eight (8) years in progressively responsible leadership roles, exemplifying integrity, accountability, and professionalism.
  • Must obtain Tax Credit Manager Certification within six (6) months of hire, demonstrating a commitment to accuracy, timeliness, and regulatory compliance.
  • Proven experience in budget development, financial oversight, and administrative planning, all reflecting a focus on value, quality, and operational integrity.
