Salary: $69,744 - $93,804 AnnuallyLicensing Division's (LD) Washington Caregiver Application Portal (WA CAP) Team is recruiting for a Support Specialist (Management Analyst 4).We are looking for someone who can provide expert-level technical and non-technical assistance to internal and external users of WA CAP. This position provides high-level, technical, and non-technical customer support to internal and external users of the Washington Caregiver Application Portal (WA CAP) system. This position must have expert-level knowledge of LD policies, procedures, regulations, and WA CAP system functionality to investigate, and triage potential system enhancements and defects. This position participates in system testing, reporting, researching, documenting, and tracking customer support needs. This position reports to the WA CAP Product Owner.Some of what you'll get to do:
  • Center racial equity and social justice in LD's practices to identify and eliminate potential biases in our programs.
  • Monitor and respond to customer requests received in the WA CAP inbox.
  • Support LD forms both inside and outside of WA CAP, including creating and updating forms, facilitating the forms review process, and coordinating with the DCYF Forms Manager.
  • Apply expert-level knowledge of LD policies, procedures, laws, regulations, and best practices to support users and improve system functionality.
  • Lead and participate in process improvement teams regarding LD policy and procedures.
  • Participate in the development of software, including system testing, training, reporting, and documenting system issues.
  • Collaborate with LD leadership, QA-CQI, staff and the system vendor (among others).
  • Communicate with LD leadership, staff, DCYF Communications Team, external partners, and others, tracking the feedback loops.
Required Qualifications:
  • Equivalent combination of education and relevant experience working in DCYF or Licensing Division data systems (FamLink, WA CAP, WA Compass), working with care providers, documenting workflows and processes, totaling eight (8) years.
OR
  • Bachelor's degree in business administration, public administration, Law, public health administration, or a related field and four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations.

  • Demonstrated ability to work collaboratively as part of a results-oriented team.
  • Demonstrated ability to organize, prioritize and complete multiple projects with accuracy.
  • Willingness to operate with racial equity and diversity principles embedded into communication and all projects with cultural humility.
