Job Category: FacilitiesJob Description:Serves as project manager for the construction phases of new construction and renovation capital improvement projects. Plans, organizes, and directs the oversight of large and multifaceted building construction and capital improvement projects.Responsibilities:EXAMPLES OF DUTIES:Provides overall project oversight, reporting and coordination for large, single, and multiphase capital improvement projects.Manages the architecture / engineering design teams, construction managers and contractors to ensure the project is completed on time and under budget. Ensures that projects maintain completion milestones. Resolves project delays.Reports project budget and status to management. Initiates and updates project financial processes such as purchase order requests, change orders, and budget tracking. Maintains all project financials. Reviews and authorizes applications for payment and confirms completion of work to validate and execute progress payments.Ensures contractor compliance with architectural plans, specifications, applicable building codes, and construction practices. Upholds design standards during construction. Issues notices of non-compliance for work not conforming to design standards and acceptable levels of workmanship.Approves design revisions to accommodate site conditions and/or errors or omissions in the contract documents.Meets with contractors, developers, representatives of other agencies, the public, and others to resolve issues which arise during project construction. Attends various meetings to include progress, site-based personnel, and code inspections.Coordinates the activities of BCPS inspectors assigned to projects.Communicates regularly with management on project status and key issues. Prepares and reviews correspondence. Prepares reports and maintains records.Coordinates the final acceptance of the project with contractors, engineers, architects, and agency representatives. Verifies that all work has been completed in an acceptable manner prior to the project's final acceptance.Participates in pre-bid meetings with contractors and representatives of other agencies. Conducts pre-construction meetings with contractors. Serves as a liaison between the contractor, architect, BCPS, and the Office of Facilities Construction and Improvement.Participates in project design and bidding process, assisting the BCPS design project manager/planner. Assists with answering contractor questions during bid phase of project.Performs constructability reviews during the design process to find potential sources of conflict.Investigates project sites to document existing conditions and possible issues.Performs final inspection and prepares punch list in conjunction with the design team and inspector. Ensures that all punch list items are corrected by contractor prior to final payment.Performs other duties as assigned.Qualifications:MINIMUM QUALIFICATIONS:Education, Training and Experience:Possession of a high school diploma or an appropriate equivalent. Graduation from an accredited college or university with a bachelor's degree preferred. Ten years of experience in construction management, five years of which were in the educational, institutional or commercial building field.Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively may be considered.Licenses and Certificates:Possession of Certified Construction Manager (CCM) accreditation is preferred.Possession of a valid class C Maryland driver's license or an equivalent is required.Knowledge, Skills, and Abilities:Knowledge of e-Builder or similar construction management software is preferred.Knowledge of the principles, practices, methods, and techniques of construction. Knowledge of construction materials, tools, and equipment. Knowledge of construction plans and specifications. Knowledge of construction standards and regulations. Knowledge of building, mechanical, electrical, plumbing, fire, and life safety codes.Skill in managing the construction and renovation of commercial facilities. Skill in ensuring contractors' compliance with plans, standards, and specifications. Skill in reading, interpreting and applying construction contracts, specifications, and plans. Skill in keeping and maintaining records. Skill in preparing reports.Ability to review, interpret and enforce construction contract documents. Ability to establish and maintain effective working relationships with contractors, developers, the public and others.PHYSICAL AND ENVIRONMENTAL CONDITIONS:The work of this class entails regular field visits of construction sites. Work includes frequent walking, standing, climbing of ladders and exposure to potential hazards such as traffic, heavy equipment, and adverse site conditions / weather. Duties entail frequent travel between project sites.CONDITIONS OF EMPLOYMENT:Persons appointed to this classification are designated as Essential-As-Needed Personneland are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.Employees in this class may be assigned to work nights, evenings, weekends, and/or holidays. All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.

Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.
