- Assuring all financial operations are in compliance with City, State, and Federal policies, procedures and standards.
- Managing accounting and financial activities, including operating and capital budgets, general ledger, accounts payable and receivable, revenue, grants and special funds accounting, and financial reporting.
- Providing detailed auditing of historical budgets and oversight of annual budgeting processes including recommendations for operating budgets, budget amendments, carryover requests, performance measures, personnel account calculations, indirect cost recommendations, accounting entries, encumbrance management, and internal transfer account and expense management.
- Providing advanced financial analysis on operating and expense budgets for Public Works Funds and preparing and submitting various financial, budget and technical reports and memos as required.
- Preparing proposals/grant applications by determining concept, gathering and formatting information, writing drafts, and obtaining approvals. Determining proposal concept by identifying and clarifying opportunities and needs resulting in coherent, organized, and compelling proposals/applications.
- Monitoring and updating grant budgets to assure that sufficient funding is available and ensuring compliance with all financial terms including funding, reimbursement, cost tracking, and other related activities.
- Assuring the accuracy, timeliness and quality of the financial activities and work products; monitoring all financial documents for accuracy, completeness, and compliance with Federal, State, and City policies.
- Maintaining and enforcing all aspects of confidentiality of client information and financial records.
- Evaluating and analyzing business policies and procedures and recommending solutions; analyzing financial issues and presenting strategies for effective financial management.
- Coordinating financial activities with other departments and agencies; assuring effective communication of financial issues; assuring compliance with state and Federal policy and regulations; analyzing financial and statistical information on operations, preparing and presenting status reports on plans and projects, and recommending appropriate actions.
- Communicating with government agencies, vendors, contractors, and others in order to coordinate operations and financial matters of the Public Works Department.
- Responding to requests for information within designated scope of authority; identifying and researching technical issues and recommends solutions.
- Compiles and submits TXDOT reports to ensure grant compliance.
- Administrative assistance during emergency events if required.
- Hours: Monday through Friday, 8:00 am to 5:00 pm.
- Regular and timely attendance is required.
- Analyzing and evaluating finance and accounting issues and policies.
- Understanding, interpreting and applying relevant City, state and Federal statutes, rules, ordinances, codes and regulations.
- Analyzing and interpreting financial documents, and preparing financial reports.
- Interpreting customer needs and solving customer service issues.
- Assessing and prioritizing multiple tasks, projects and demands.
- Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.
- Operating a personal computer utilizing a variety of business software.
- Bachelor's Degree in Finance, Accounting, Business Administration or Public Administration; and four year's government finance and accounting experience; or an equivalent combination of education and experience.
- A valid Texas Driver License with a good driving record is required.
- Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
- Required to pass a background investigation.
- Work is performed in a standard office environment.
