In addition, Revenue Agent 2 must be able to educate customers on numerous topics including origins of debts, related laws and policies, and clearly explain reporting and payment requirements.This position is not in a scripted, call-center type environment. Success requires the effective use of critical thinking, independent judgment, ingenuity, resourcefulness, time-management, and superior technical, communication, and negotiation skills, along with the ability to quickly switch gears and adapt during an ever-changing workday.The Revenue Agent 2 will make timely and accurate decisions that often involve legal actions. They must complete work assignments within strict timelines, and maintain strong working relationships with co-workers, the public, the business community, and other governmental agencies. This position supports two of our agency goals: Goal 3: Making it easy to do business with L&I and Goal 4: Helping honest workers, businesses and providers by cracking down on dishonest ones.About the Team:This position is part of Region 4's Collections team, and the candidate selected can be stationed in either the Tumwater or Kelso service locations. The team has Revenue Agents in three regional offices and covers 10 counties in southwest Washington. The mission of the Collection's team is to fight fraud, educate employers and collect vital funds to provide important services to the citizens of Washington. This team is dedicated to providing the highest level of professional service and customer education and encourages voluntary compliance.DutiesSome of what you'll do:
- Educate customers and/or their representative on laws, rules, policies, procedures, quarterly reporting requirements, online filing and payment options. Provide assistance with questions regarding collection actions and processes.
- Communicate with customers by phone, email, written correspondence, and in person to resolve delinquent accounts.
- Take appropriate collection actions to resolve delinquent accounts. Collection actions may include the issuance of assessment orders, personal liability and prime contractor liability orders, warrants, judgements, garnishments, bond seizures, contractor registration suspensions, property seizures, stop-work and revocation orders. Document all actions
- Evaluate customer's financial records and information to determine ability to repay debt owed to the agency.
- Negotiate payment agreements with customers or their legal representative. Monitor payment agreements and take appropriate actions if the customer defaults.
- Research and prepare professional documents with supporting evidence/exhibits for tax cases involving successorship, prime contractor liability, revocation of certificate of coverage and personal liability assessments
- Perform Caseload Management and Administrative Actions.
- Analyze employer and account information for potential issues, fraudulent activity or criminal behavior. Collaborate with internal/external compliance groups and make referrals through Referral Tracking System as appropriate.
- Perform field visits to business locations to investigate business operations, confirm business status, search for assets, serve legal orders, and gain compliance.
- Provide expert testimony in legal/administrative hearings and in court relating to collection assignments, legal notices, proper service and actions taken.

- One (1) year of experience as a Revenue Agent 1
- A Bachelor's degree involving major study in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field.
- One (1) year of experience in personal or corporate finance, law enforcement, adjustment of claims, collection of civil debts, or other directly related field.
- Additional qualifying experience may substitute year-for-year for the education.
- Must possess a valid unrestricted driver license
- Applicable Revised Codes of Washington (RCW) and Washington Administrative Codes (WAC)
- Federal and state laws, regulations, policies and procedures related to revenue agent duties
- Decisions affecting the legal collection of funds
- Due process of law
- General investigative techniques
