- Provide internal and external leadership in areas of technology for healthcare and administration. Develop long term health IT strategy in accordance with the organizational strategic plan and industry best practices. Consult regularly with the executive team to support their priorities for innovations, and improvements to existing systems. Execute on the approved plan and provide regular updates.
- Perform vendor management for key business associates such as EHR, consortia, datacenter, network, suppliers etc. Build strong relationships with various business associates that can be used for negotiations and escalations during crises. Leverage value-added reseller’s expertise for technology consulting and support.
- Develop departmental budgets including staffing, contractors, licensing, support contracts, new technology etc., including administrative, data and health IT related opex and capex. Work with department heads to understand their upcoming initiatives which may require IT integrations, forecast with reasonable accuracy budgets for future projects. Ensure that the health IT dept. operates within fiscal guidelines
- Responsible for enterprise architecture and approval of high-level technical design changes. Accountable for the oversight, stability and functionality of DEXIS imaging system utilized in our dental clinics.
- Implements, coordinates and drives optimization of all initiatives related to the health center’s electronic health record system, practice management system, patient portal, ePrescribing, eFax solutions, electronic document management, clinical interfaces, immunization registries, public health surveillance systems, and health information exchange.
- Works collaboratively with Quality,Clinical and Operations departments to support clinical quality data analytics.
- Develop and implement a data warehouse system which enables TVHC to monitor and manage clinical and programmatic objectives. Provide technical support to the Clinical, Compliance, Quality and Operations depts in order to develop a health data reporting process for the agency.
- Assure organizational security compliance with internal and external regulations and guidelines, including HIPAA/HITECH act. Drafts protocols for responding to data breaches and other security threats. Oversee agency’s annual HIPAA security risk analysis and prioritize the remediation of any audit findings. Ensure security of patient protected health information via a strong cyber security posture both internally and at the network perimeter.
- Responsible for all state and federal laws and policies as they apply to technology in an outpatient healthcare facility, specifically a Federally Qualified Health Center (FQHC). Health IT representation of the agency at the Alameda Health Consortium and other external associations and consortia.
- Provides oversight and management of health IT projects and ensures high quality and fiscally sound delivery of projects. Manages the technology project portfolio and associated prioritizations, resource allocation and contract work. Collaborates with internal and external stakeholders to promote organizational priorities in healthcare technology. Attends meetings to discuss needs and strategies for most effective course of action as it relates to the adoption or upgrade of new and existing technologies.
- Provides for greater integration across various systems, and makes recommendations for the upgrade or retention of specific data systems based on their overall benefit to the organization. Manages health technology systems evaluation and selection. Forecasts needs, requirements and future direction and integration for technology across all departments.
- Responsible for overall health IT systems uptime for the agency, including clinical and administrative systems and technologies. Establishes best practice-based protocols for health IT operations including disaster recovery and fixed asset inventory. Develops plans to systematically maintain the infrastructure, and determine hardware and software replacement priorities. Perform root-cause analyses for system failures and security breaches in data management.
- Oversees health IT help desk, technical support, and EHR training functions of the agency. Promotes a customer centric service organization through the client-IT relationship. Establish EHR/PM training program for clinical and practice management staff that includes onboarding training and workflow refresher. Builds a positive image for the service, reliability and responsiveness of the health IT department among staff at all levels.
- Responsible for technical oversight of enterprise-wide voice communication, collaboration platforms, call center, corporate websites and intranet. Manage all software development and cloud technology. Keep the agency up-to-date on the latest productivity and collaboration technologies for workstations and mobile devices. Oversee all health IT software licensing compliance for the agency.
- Ensure technical and management staff headcount and skill sets are appropriately maintained. Provide staff with leadership, coaching and development so as to retain skilled workers. Encourage staff development and education. Look for creative options for staff augmentation and outsource/contract technical work when it makes fiscal sense to do so.
- Demonstrates commitment to, and understanding of, TVHC’s Service Excellence Standards, by modeling service excellence in all internal and external relationships.
- Bachelor’s degree required; Master’s Degree in Information Systems/ Management or Technology, or the equivalent in technical certifications and experience preferred.
- A minimum of 5 years experience in a Health IT leadership role required.
- A minimum 3 years of specific work experience in implementation of EHR/EDR systems/ HIE/ system interfaces is required.
- Technical certifications from Microsoft, HIMSS etc. preferred. Any additional certifications from an IT/Health IT credentialing entity are highly desirable.
- Solid and proven experience working with diverse communities in a non-profit or healthcare setting.
- Demonstrated experience supervising managerial and professional level staff is required.
- Experience working with Federally Qualified Health Centers (FQHC’s) and their specific patient populations is preferred
- The candidate is a proven IT leader, innovator, with a track record of integration and organizational advancement.
- Candidate must be knowledgeable with the overall broad and diverse health IT landscape and ecosystems.
- Requires the ability to break down complex technical details into concepts that are able to be understood in a business context by executives.

- Willingness and ability to work some evenings and weekends, and be on call for critical incidents escalation.
