Job Summary

Oversees Greenville Water's safety and health program: training, first aid, accident investigation, Workers Compensation, safety training, fleet | equipment safety and safety-related paperwork.

Essential Functions
  • Must be a competent public speaker with the ability to train and persuade others about the importance of working safely.
  • Plans and implements interesting training for team members in compliance with Occupational Safety and Health Administration (OSHA), the SC Department of Health and Environmental Control (SC DHEC), Department of Transportation (DOT) and various other federal, state and local safety regulations for water utilities.
  • Develops effective safety training materials utilizing a variety of media.
  • Responsible for fleet and equipment safety.
  • Develops and keeps safety policies up-to-date in compliance with federal and state regulations.
  • Creates, maintains and files Workers' Compensation paperwork, OSHA Log, CDL Driver paperwork, etc.
  • Maintains medical and safety documentation: incident reports, workers' compensation reports, the OSHA log, post offer physicals, drug test results and CDL physicals.
  • Monitors all workers' compensation case files and follows-up with the SAF insurance company to help expedite the resolution of all open cases. Stays in touch with employees who have a lost time accident, to help resolve any questions or concerns and to help expedite their return to work when released by their health care provider.
  • Ensures compliance with OSHA, DHEC and various other federal, state and local safety laws / regulations which apply to SC water utilities.
  • Guides and assists supervisors with the accident reporting process: post-accident first aid, drug testing, SAF insurance company notification.
  • Develops and distributes a Safety Flash, following each employee injury or vehicle | equipment incident.
  • Assists employees with Near Miss reporting.
  • Oversees random drug testing for all employees; including CDL drivers.
  • Oversees accident / incident investigation using a team approach to determine root cause analysis. Works with managers to investigate accidents, incidents and near misses to identify possible accident causes and hazards. Uses a team approach to develop ideas / training / equipment, etc. that would help avoid future accidents.
  • Performs safety surveys and inspections, prepares written recommendations for corrective or preventive measures where indicated and follows up to ensure timely follow up of reasonable suggestions.
  • Serves on the Safety Committee and utilizes this as an opportunity to help promote and improve company safety training, safety awareness and accident reduction.
  • Keeps leaders and supervisor informed about safety compliance concerns, near miss reports, injuries, lost time accidents, vehicle and equipment incidents.
  • Responsible to maintain the OSHA log and ensure it is posted on time, each year.
  • Stays up-to-date regarding all OSHA, DOT, SC DHEC and various other safety regulations which affect Water Utilities.
  • Maintains proficiency in the use and administration of the online training software.
  • Ensures that all training is documented in a timely manner into the online training database.
  • Develops and distributes communications via online training software, email, the Portal, WaterWeb and bulletin boards to inform employees about training opportunities.
  • Develops employee communications regarding Safety and Training.
MINIMUM QUALIFICATIONS:

A Bachelor's Degree in safety or an equivalent 4 year degree is required. Five (5) years of experience providing Safety training, required. Ideally has a Safety Certification, i.e. Certified Safety Professional (CSP), Safety Management Specialist (SMS), Occupational Health and Safety Technologist (OHST), or Certified Environmental Safety and Health Trainer (CESHT). Ideally qualified to teach the OSHA 30 hour compliance course. Excellent public speaking / communication, computer and training skills are required. Must possess and maintain a valid South Carolina driver's license. The ideal candidate has experience working for a Water Utility with the overall responsibility for safety and training.
