We are seeking a knowledgeable Payroll Manager to oversee all aspects of payroll for a construction workforce. This position manages complex payroll operations for both union and non-union employees, across multiple states, and payroll frequencies. A strong working knowledge of construction industry practices, including prevailing wage, certified payroll reporting, and collective bargaining agreements (CBAs) is essential for this role.Key Responsibilities:
Construction Payroll Operations
- Oversee and process payroll across multiple frequencies (weekly, semi-monthly) for a large construction workforce.
- Manage job-specific pay conditions, including certified, prevailing wage, per diem, shift differentials, and travel allowances.
- Ensure proper wage classification for craft workers in line with job roles and contract/project requirements.
- Maintain accurate project coding for labor cost allocation and job costing reporting.
- Interpret and apply multiple union agreements to calculate correct rates, benefits contributions, dues, and shift premiums.
- Administer non-union payrolls, including hourly and salaried staff, ensuring consistency and compliance.
- Complete monthly reporting of all CBA hours worked to the respective union to ensure all member hours are accurately accounted for to ensure their benefits remain current.
- Prepare and submit certified payroll reports for public works and government-funded construction projects.
- Ensure full compliance with Davis-Bacon Act, state-specific prevailing wage laws, and apprenticeship reporting.
- Monitor project wage determinations and adjust payroll accordingly to meet federal, state, and contract requirements.
- Manage tax filings and payroll compliance across federal, multiple states and local jurisdictions. Complete weekly, monthly, quarterly and YE tax tie outs and reporting.
- Maintain accurate employee tax profiles, including mobility between job sites and states.
- 5+ years of experience in payroll management, including union and multi-state payroll.
- Strong understanding of wage and hour laws, prevailing wage rules (e.g., Davis-Bacon), and certified payroll reporting.
- Proficiency in major payroll systems (e.g., ADP, Paylocity, UKG, Viewpoint, or similar).
- Experience handling multiple payroll frequencies.
- Excellent analytical, organizational, and communication skills.
- High attention to detail and commitment to accuracy and confidentiality.
- CPP (Certified Payroll Professional) designation.
- Experience in construction, field services, or manufacturing industries.
- Fast-paced, deadline-driven environment.
- Will require occasional availability during evenings or weekends during critical processing periods.
