This position is within the Regulatory Financial Operations (RFO) unit in Regulatory Reporting. RFO supports the enterprise in the response to statutory and regulatory requirements which create file submission updates or changes to All Payer Claims Databases (APCD). The APCD program manager facilitates the review of new and changing state APCD requirements and identifies risks to assist in remediation those risks with the enterprise-wide data reporting teams. This position is accountable to the APCD program director, legal, regulatory state leads, data reporting teams in each segment, and state regulators and agencies.The successful candidate for this role will be the program manager and have the responsibility for oversight, effective and relevant communication concerning all project management aspects of the State APCD activities. This individual will be the direct contact with the regulators to coordinate meetings, responses, seek clarifications, and compose letters as indicated. The manager must also have the ability for critical thinking to understand and facilitate new requirements, monitor existing requirements, and communicate accurately and appropriately throughout the organization at many levels. The program manager will ensure that the data reporting teams are able to meet critical deadlines with accurate submissions. The program manager position involves working with internal UHG personnel closely at many levels to explain APCD requirements, identify and seek clarification of issues, produce timely and accurate reporting, and oversee audit and oversight questions by individual state regulators. The manager should be able to work independently and have highly organized and effective critical thinking skills to make important decisions on behalf of the enterprise in response to state and vendor requests.This role will require travel of approximately 10%, travel is scheduled well in advance and generally no more than several days at a time. This role is open to telecommuters.You’ll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges.Primary Responsibilities:
  • Collaborate with internal clients to develop and track implementation plans and legal requirements
  • Collaborate with internal clients to identify the need to develop and track corrective action plans
  • Demonstrate solid organizational skills and maintain documentation on APCD sites and data repositories
  • Prepare and analyze APCD deliverables to ensure data submitters receive adequate notification in order to ensure data extracts comply with statutes, rules, and data release standards
  • Review applicable rules and statutes annually, and review new and proposed statutes and regulations for impacts on data teams
  • Participate in other projects as assigned that involve data analyses, data reconciliations, and compliance of State required deliverables

  • 5+ years of experience in Insurance with program management and team leadership experience
  • Project management experience
  • Knowledge of regulatory and statutory interpretation or experience in a highly regulated industry
  • Intermediate or greater proficiency with Microsoft Office tools
  • Must be willing to travel to APCD meetings, work groups and industry seminars
Preferred Qualifications:
  • Auditing experience
  • Proven comprehension of Claims Data
  • Proven solid critical thinking, research and analytical skills
  • Proven solid verbal and written communication skills
  • A demonstrated high degree of integrity, motivation and the ability to work independently
  • Proven confidence and professionalism for interaction with State regulators or their designee
  • Proven high energy and positive attitude

The salary for this role will range from $89,900 to $160,600 annually based on full-time employment.
