General DescriptionJOIN OUR TEAM AS A PROGRAM MANAGER II! The role of Program Manager II involves highly responsible administrative and rewarding work in the Office of Disaster Recovery Resources. Responsibilities include complex project/program planning and implementation, coordination with internal and external partners, and oversight of federal funding of the Community Development Block Grant - Disaster Recovery (CDBG-DR). This is a temporary, grant-funded position that is intended to last five to six years.Essential Job Functions
  • Oversees the implementation of Better Future's Affordable Housing New Construction Program which includes single family and multi-family new construction.
  • Develops Requests for Proposals, evaluation, scoring and selection of affordable housing projects. Reviews submitted proposals to ensure eligibility and cost effectiveness. Participates in decisions regarding approvals and denials of proposals.
  • Manages, coordinates and monitors all approved Better Future new affordable housing projects from inception to completion.
  • Monitors developers, vendors and partners to ensure compliance with grant requirements and cross-cutting regulations as applicable.
  • Assist the Director in the development and implementation of the Better Future Action Plan for Disaster Recovery incorporating the office's policies, guiding documents and best practices.
  • Researches, investigates, analyzes, interprets, and prepares best-practice recommendations regarding projects, programs in relation to CDBG-DR; prepare reports and makes presentations on findings and recommendations.
  • Coordinates with department heads, community-based service providers, and County management staff on CDBG-DR projects/programs. Assists, facilitates, and supervises implementation vendor in program development, implementation and possible Action Plan amendments.
  • Assists general grant management and oversight for Community Development Block Grant Disaster Recovery Funds (CDBG-DR), including preparation for reports, audits, creating and maintaining compliance documents.
  • Monitors and directs contractors assigned to support program operations, compliance with contract requirements and scope of services. Assists with the development of contractual documents, amendments and requisitions.
  • Develops policies and procedures to ensure compliance and audit readiness. Monitors subrecipients, vendors and county departments to ensure compliance with federal cross cutting regulations, including, but not limited to Section 3, David Bacon and Related Labor Acts, Section 508, and others.
  • Conducts quality assurance and control checks for CDBG-DR funded programs. Completes internal review of program performance and compliance.
  • Researches and prepares amendments to the CDBG-DR Action Plan within the HUD Disaster Recovery Grant Reporting (DRGR). Ensures compliance with the program and internal deadlines.
  • Collaborates with implementation vendors and department staff to complete reporting, analyze data, and make recommendations for improvements and efficiencies, technical assistance and training needed.
  • Oversees and supports grant record retention requirements of the CDBG-DR program in the County's system of record and other required electronic record depository systems.
  • Establishes and maintains relationships with all levels of government, business, non-governmental agencies, and community leaders in Pasco County and the surrounding areas.
  • Communicates effectively with community partners, vulnerable households, and diverse communities.
  • Performs other related duties as required.
Knowledge, Skills and Abilities
  • Knowledge of project management, housing construction, permitting, and/or construction financing.
  • Working knowledge of Federal, State, and local agency laws, rules, regulations, and programs and specifically the Community Development Block Grant - Disaster Recovery funding and/or Community Development Block Grant or other federal grant programs.
  • Demonstrated commitment to direct service work with low-income communities.
  • Knowledge of grant application preparation and processing requirements, including preparation of specifications, proposal descriptions, graphics, and related documents.
  • Ability to think critically and creatively to solve problems.
  • Excellent skills in report and contract preparation.
  • Excellent human relations skills with the ability to communicate courteously and effectively, both orally and in writing, with the public, elected officials, department directors and other employees of the County.
  • Ability to read and interpret ordinances, regulations, grants, and legislation as it pertains to applications and systems.
  • Ability to create data metrics, analyze and interpret results and draft program changes to improve performance.
  • Ability to draft and implement Standard Operating Procedures.
  • Ability to train others.
  • Ability to present in public meetings.
Minimum RequirementsPHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Ability to work outdoors. Ability to lift and carry, as required in loading, unloading, and setting up exhibit displays. Some evening and weekend hours necessary.EDUCATION, TRAINING AND EXPERIENCE: Graduation from a regionally accredited college or university with a Master's Degree in Business Administration, Project Management, Public Administration or a related field and three (3) years of professional experience managing housing projects (construction, planning/permitting or financing) OR a Bachelor's Degree and five (5) years of experience as stated above. Proficiency in using personal computers, word-processing, spreadsheets, and presentation software. Proficiency in Word, PowerPoint and Excel required.LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.SPECIAL REQUIREMENT: Must be able to work a flexible schedule, when needed.
