The position provides support to the Division Director, the Division's operations manager, and the division's management team in the coordination of special projects related to the Division's strategic, quality improvement, and legislative planning; Public Health Accreditation Board (PHAB) accreditation, policies and procedures, and other administrative activities and initiatives.Coordinator for the completion of legislative bill analysis assigned to the Division using the Legislative Bill Tracking System for submission to the Office of Legislative Planning. Review daily correspondence concerning legislative bills and committee agendas and ensure coverage for legislative committee meetings. Submit assignments of format consolidation of the bill analysis, final editing, and approval of the Division Director and Deputy Security as prescribed by the Office of Legislative Planning Office. Tracking approved implementation plan updates for the Division, by communicating with the bureau's legislative liaisons and/or chiefs. This includes review and analysis of bills for potential impact on the Division's status and other bills of interest to the Division. Provide weekly reports of committee meetings and status of the Division's bills throughout the legislative process to the Division's leadership team. Work closely with the bureaus to ensure the annual Rule Review is completed and submitted to the General Counsel's office related to any statutory changes requiring rule development and status of rule development activity as assigned.This position is responsible for policy making, writing, and developing policies according to applicable laws, rules, regulations, and departmental policies and procedures. Responsible for independently writing and interpreting policies and procedures and providing technical assistance to the divisions as needed.Coordinates and/or assists with activities and assignments related to PHAB (Public Health Accreditation Board), SHIP and Agency Strategic Planning activities. Assist and coordinate/facilitate activities related to plan development, implementation, and reporting on objectives included in the Division's strategic, state health improvement, legislative, and quality improvement plans.Represents the Division and attends Legislative Coordinators, Strategic Planning, PHAB, SHIP and other strategic and performance management meetings and activities as scheduled.Provides oversight of core public health administrative operations and business processes such as public health planning, grant writing, grant management, workforce development, training, meeting facilitation, and quality assurance.Provides systems-thinking and problem-solving expertise to coordinate, assist and manage/facilitate organizational improvement activities including performance measurements, quality improvement, and onboarding best practices. Coordinates long-range business program planning.Perform other duties as assigned.Required Knowledge, Skills, and Abilities:Knowledge of Florida's legislative process.Knowledge of DOH legislative bill analysis, legislative budget request, and legislative bill proposal processes.Ability to understand and apply applicable rules, regulations, policies and procedures.Knowledge, skills and abilities to develop and implement quality improvement plans.Ability to work independently.Ability to plan, organize and coordinate work assignments.Ability to communicate effectively and establish and maintain effective working relationships with others.Qualifications:
