Contract and temporary employees are not eligible for consideration.The North Carolina Administrative Office of the Courts (NCAOC), Procurement Services Division, is seeking a qualified candidate who will be responsible for purchasing items in assigned commodities such as office supplies and equipment for courthouses located throughout the state and the Judicial Center located in Raleigh, North Carolina; restock warehouse items such as toner, paper, office supplies, special request supply items such as NC state embossed seals, custom rubber stamps, filing cabinets, open shelf filing, printed materials such as court folders for specific judicial offices and other NCAOC warehouse stock for the Judicial Branch.Duties include but are not limited to the following:
  • Identify sources of supply and obtain competitive pricing for items.
  • Evaluate and award bids to selected vendor(s).
  • Establish and maintain commodity contracts.
  • Monitor vendor performance.
  • Interpret purchasing policies to vendors and Judicial Branch employees.
  • Utilize past usage data to project future needs and budget funds required.
  • Produce month-end reports.
  • Prepare and issue solicitation documents (i.e. Request for Quotes, Invitation for Bids).
  • Conduct sealed bid openings, review and provide recommendation of award for approval.
  • Familiarity with Chart of Accounts and Cost Centers
  • Review requisitions for justification, determine availability of funds, and create purchase orders using the NC E-Procurement System and procurement card transactions.
  • Problem resolution with vendors, ensuring proper budget coding, tracking and reporting purchase transactions; and other procurement duties as assigned.
This position will report to the Procurement Officer. Work hours are 8:00 AM - 5:00 PM, Monday - Friday.Knowledge, Skills and Abilities / CompetenciesKnowledge of: General statutes, rules, and regulations pertinent to procurement for NCAOC Procurement Services Division and state government; procurement solicitation documents and use of each; various categories and pricing structures of commodities and services being purchased; the application of accounting and budget practices and methods in relation to purchasing functions; communications and information technology; and the state budget development use approval process.Skills in: organization; multi-tasking; effectively communicating orally and in writing; creating and editing documents with a high degree of accuracy using proper grammar, punctuation, and spelling; basic math; meeting deadlines; NCFS and E-Procurement systems; MS Word, Excel, PowerPoint, and Outlook; and general office equipment (computers, copiers, printers, fax machines, telephones, etc.)Ability to: research data; evaluate product specifications, functions, and related costs and make recommendation on the same; maintain budgeted amounts and when appropriate make recommendations for a funds transfer; maintain and evaluate records; prepare reports and tabulations from these records; and establish and maintain effective working relationships.Minimum Education and Experience RequirementsBachelor's degree in business administration or accounting and two (2) years of experience in a purchasing operation with direct procurement/contracting responsibility; or an Associate's degree in business administration or accounting and four (4) years of experience in a purchasing operation with direct procurement/contracting responsibility; or an equivalent combination of education and experience.Attach cover letter and résumé.Supplemental and Contact InformationOur facility is close to I-40 and convenient to all the area has to offer.Campus Amenities
