The Application Systems Analyst Lead will have overall responsibility in application design, coding, testing, debugging and documentation and standards, and instructs, directs, and checks the work of other task personnel.Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Develop and deliver presentations, briefings, and demonstrations for the purpose of educating FBI executives and/or staff regarding technical systems and business functions.
  • Report program and project status to track project tasks, schedules, hours, and effort to effectively allocate unit resources.
  • Develop and conduct analysis on datasets to provide detailed analysis and reports surrounding daily, weekly, monthly, quarterly, and yearly statistical analysis.
  • Develop forecasting models and methods for the purpose of projecting resources and volumes needed to accomplish the program mission.
  • Prepare business requirements (compile, document, and validate)
  • Understand and negotiate the needs and expectations of multiple stakeholders.
  • Serve as a liaison between Operations and IT to assist or gather business requirements needed for system modifications, enhancement, and implementations.
  • Support and align efforts to meet customer and business needs.
  • Provide project level analysis - producing required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, UAT plan)
  • Identify improvement opportunities (proactive and reactive)
  • Assess business process and system inefficiencies.
Work Experience, Knowledge, Skills & Abilities:
  • Extensive experience with JBoss Developer (RHCJD) or Oracle Certified Professional, Java Enterprise Edition (EE)
  • Extensive experience with Oracle Database 12c (or greater)
  • Experience as a lead developer with a progressive record of accomplishment in the field
  • Experience implementing the MVC Development Methodology (Model/View/Controller)
  • Experience with developing and managing data models with tools such as Erwin
  • Experience designing and developing solutions with Java Platform Enterprise Edition (J2EE) in an Agile Software Development environment.
  • Experience designing and developing Application Programming Interfaces (APIs) with Representation State Transfer (REST), Simple Object Access Protocol (SOAP), and JavaScript Object Notation (JSON)
  • Technical proficiency with developing database queries, batch jobs, and stored procedures with PL/SQL and NoSQL
  • Experience creating and updating data dictionaries.
  • Experience developing solutions using Message Services, such as management of Apache ActiveMQ, MuleSoft and/or Apache Camel
  • Experience with DevSecOps pipeline tools including configuration management, requirements (e.g. JIRA), automated testing, and deployment.
  • Experience developing applications with responsive web design frameworks to support multiple platforms including compatibility with but not limited to Chrome, Internet Explorer, Java, and iOS
  • Experience with W3C web design standards and technologies, including CSS, HTML 5, JavaScript
  • Experience developing interfaces compliant with National Information Exchange Model (NIEM) standards.
  • Experience designing and implementing Single Sign-On (SSO) solutions using Microsoft Active Directory and Personal Identity Verification (PIV) cards.
  • Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation.
  • Experience in determining level of effort, size, and schedule for software enhancements.
  • Experience reviewing existing programs and assisting in making refinements, reducing operating time and improving existing techniques.
  • Experience with responsibility for conforming to requirements, design, coding, testing, debugging and documentation.
  • Experience with responsibility for quality assurance and evaluation of existing software products
  • Leadership experience in instructing, directing, and offering technical expertise to other members of the team.
  • Solid oral and written communication skills
  • Proven experience working in an agile environment.

Education:
  • Bachelor's degree with eight (8) or more years of relevant experience designing software systems, domain analysis and implementation.
