GENERAL PROJECT ADMINISTRATION
- Plans, develops, and manages short and mid-term capital construction projects.
- Manages assigned projects, including general project coordination, scheduling, and budget control.
- Serves as liaison between Facilities Management and the design and construction firms under contract with the County.
- Coordinates with various public utilities, City and County departments, governmental agencies, engineering consultants, architects, contractors, and developers.
- Makes presentations to the Department, County Manager, County Board of Supervisors and the community and stakeholders as needed.
- Prepares preliminary scopes of work, budgets and cost estimates, and project schedules and workplans.
- In coordination with Facilities Management and County Purchasing staff, oversees the preparation, award, and administration of bids and requests for proposals for design and construction contracts.
- Construction work site safety.
- Principles, practices and techniques of facilities design and construction.
- Principles, practices and techniques of construction project management, budgeting, cost, and time estimating, scheduling, phasing, and lifecycles.
- Design and Construction project risk assessment and mitigation.
- Applicable laws, policies, and guidelines related to design and construction of commercial buildings in the State of Arizona.
- Applicable laws, policies, and guidelines related to public services procurement and public contract management.
- Techniques used to implement, monitor, and maintain complex construction project schedules.
- Sustainable design and construction practices.
- Governmental budgetary practices and financial management, including purchasing, cash flow, and invoice analysis
- Read, develop and interpret complex construction designs and plans and detect potential problems and non-conformance to standards, codes and specifications
- Manage multiple projects/program priorities
- Meet project goals as determined by direction of the County
- Achieve budget goals set for projects
- Set accurate schedule projections on projects and tasks
- Implement process steps and quality assurance procedures in accordance with acceptable project management practices
- Accurately forecast expenditures across projects and tasks
- Minimize risk exposure
- Meet and deal tactfully with the public, County departments, contractors, and property owners
- Conduct research and compile information to prepare reports
- Work safely and support the culture of workplace safety
- Communicate effectively verbally and in writing
- Ensure accurate invoicing
- Foster long-term relationships with contractors, community representatives and other professionals associated with projects and capitalizes on equity and partnership opportunities
- Serve as key participant in team and community meetings
- Identify unresolved problems and issues, develop solutions and communicates with County
- Leadership as necessary to keep project on budget and on schedule
- Assist in the evaluation and redesign as necessary to accelerate project completion
- Possesses and maintains a thorough understanding of project goals and contract terms
- Team development, leadership and conflict/issue resolution
- Effective communication techniques, both verbal and written
- Supervising, training and evaluating support staff
- Planning and organizing tasks related to project delivery
