DescriptionThe Sponsor requires a team to coordinate and manage technical projects in support of a mission-impact focused office. The team will support technical projects spanning financial industry, telecommunications, media, and energy sectors. SCOPE: The Sponsor requires a team to coordinate and manage technical projects in support of a mission impact focused office. The Sponsor seeks assistance with performing technical project management that spans technical data analysis, information technology security research, data integration, software evaluation, and graphical visualization disciplines for multiple projects using the Sponsor's enterprise IT systems. The team will support technical projects spanning financial industry, telecommunications, media, and energy sectors. TECHNICAL REQUIREMENTS: The Contractor Team shall communicate and collaborate across organizational boundaries, to include other contractor teams. The Contractor Team shall work with Sponsor staff and other contractor personnel, as well as external stakeholders. The Contractor Team shall determine how requirements are accomplished. The Contractor shall ensure that all developed applications and modifications to existing Sponsor applications operate in compliance with applicable documents. Planned activities shall be coordinated with all stakeholders and approved by the Sponsor. The Contractor Team shall support the Sponsor to plan, develop, execute, and manage technical projects in support of mission requirements. Project Management (~2 FTE) a. The Contractor shall utilize cyber security and technical operation knowledge and expertise to support Sponsor's mission. b. The Contractor shall coordinate and facilitate technical exchange meetings to determine customer needs and validate complex requests. c. The Contractor shall compose technical documents to evaluate cyber and technical projects in support of Sponsor's mission. d. The Contractor shall analyze and develop solutions for integration of various cyber data sets with Sponsor IT systems. e. The Contactor shall provide insight into latest IT /cyber security trends relating to Sponsor's mission. f. The Contractor shall evaluate COTS and open-source cyber tools for integration with Sponsor's existing IT systems. g. The Contactor shall create and provide to the Sponsor, a roadmap to execute process improvement activities, lead activities, and track progress of technical processes. h. The Contractor shall serve as a member of the Sponsor's Front Office support Team. i. The Contractor shall provide input into the Sponsor's technical review process. CORE COMPETENCIES: Project Management Provides technical oversight of team members to complete Sponsor requirements. Defines, analyzes, tracks, and reviews new requirements. Consults with customer to determine present and future user needs. KEY POSITIONS: Project Manager The Contractor shall provide a Project Manager who serves as a single POC to the Sponsor regarding oversight of all project efforts. The PM shall provide status updates and take action regarding project implementation issues.Qualifications * TS/SCI with Poly
  • TYPICAL EDUCATION AND EXPERIENCE:;Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more experience; PhD or JD and thirteen (13) years or more experience.
  • Demonstrated experience supporting initiatives that span across organization, internal and external mission partners. 2. Demonstrated experience working with cyber security research, analysis, and forensic techniques to exploit technical data. 3. Demonstrated ability to gather data and analyze user needs to determine, recommend, and implement project plans and proposals for operational integration. 4. Demonstrated experience with networking and computer security. 5. Demonstrated experience creating strategic plans, technical project plans, and roadmaps. 6. Demonstrated experience communicating information to both technical and non-technical personnel, both verbally and via presentations.
Desired Skills:1. Demonstrated experience with technical operations development and support to cyber mission. 2. Demonstrated experience working with Sponsor field offices. 3. Certification(s): Global Information Assurance Certification (GIAC) Certified Penetration Tester- GPEN, Certified Ethical Hacker (CEH), or equivalent; CompTIA Security+ Certification. 4. Demonstrated experience utilizing cyber security and technical operation knowledge and expertise to support Sponsor's mission. 5. Demonstrated experience coordinating and facilitating technical exchange meetings to determine customer needs and validate complex requests. 6. Demonstrated experience composing technical documents to evaluate cyber and technical projects in support of Sponsor's mission. 7. Demonstrated experience analyzing and developing solutions for integration of various cyber data sets with Sponsor IT systems. 8. Demonstrated experience providing insight into latest IT /cyber security trends relating to Sponsor's mission. 9. Demonstrated experience evaluating COTS and open-source cyber tools for integration with Sponsor's existing IT systems. 10. Demonstrated experience creating and providing to the Sponsor, a roadmap to execute process improvement activities, lead activities, and track progress of technical processes. 11. Demonstrated experience serving as a member of the Sponsor's Front Office support Team. 12.
