Staff may receive up to a 5% premium for this temporary assignment based on current rate of pay.ASA 3 - Salary Range 63ASA 4 - Salary Range 66About the Team:Team Special Investigations is a small but mighty team. Special Investigations has four main investigations areas it reviews including fraud, whistleblower, hotline and use of deadly force investigations. But each of these areas function separately from each other. These teams are housed under State Audit Management. We are a professional team with some amazing expertise, but we work to create a culture of learning and growth for everyone involved with the program.DutiesPosition Responsibilities:The Special Investigation Fraud Investigator position reports to the Assistant Director of Special Investigations.This position's main job is to conduct fraud investigative work for local and state teams. This might include initiating a preliminary assessment worksheet, reviewing external investigations, drafting an investigative plan, conducting investigations of significant losses reported by local and/or state government entities. While the size and complexity of investigations will vary based on the nature of cases coming in during this time, this position will likely be assigned to the larger, more complex and sensitive cases that come in. This position will work with SAO teams across the state and assist in ensuring we are meeting their fraud reporting deadlines (report issued within one year or less).This position will work closely with the team assigned to the entity being investigated. The local or state team who owns the audit will provide the first level of review. Communication is key for this position as they will need to keep the team they are working for and the Special Investigation Program Managers informed of any significant problems, issues or case updates.Fraud investigative work performed needs to be strategic, risk based and complete. Ensure investigative “best practices” are followed. Here are a few key examples:
  • Use source documents
  • Unbiased assessment of evidence
  • Consider if you need to tie the misappropriation “to the bank”
  • Ensure the “what else” question is addressed
  • Ensure transactions are accurately categorized. Example categories include legitimate, questionable and misappropriation
  • Ensure accurate assessment of responsibility
  • Assist with interviews, as necessary.
  • Prepare fraud reports, reduced reports and other audit issues as necessary for the completion of the fraud investigation.
  • Ensures that investigative work is in conformance with the SAO Audit Policy manual.
  • Proper documentation is documented in TeamMate, in conformance with SAO standards and team policies.
If this position has any down time, they will be assigned additional work to perform on a local or state team. These assignments will be determined by Local and State Audit Management.This position will be mostly remote; however, occasional travel to locations around the state will likely be necessary to pick up records or perform onsite testing. Applicants must be willing to occasionally travel as needed.QualificationsRequired Education, Experience and Skills:
  • Currently working as an ASA 3 or 4
  • Ability to work independently to identify, prioritize and complete projects; communicate effectively and professionally (both orally and in writing)
Preferred Qualifications:
  • A current fraud specialist or have been one within the last two years
  • Certified Fraud Examiner Certification
