Responsibilities:The SAQ Zone and Permitting Manager ensures all zoning/permitting requirements research is accurately completed, zoning/permitting requirements are adhered to, handles all zoning/permitting issues, ensures timelines are met, and fees are paid.Pay $80-90kEssential Duties and Responsibilities:Responsible for managing all zoning and permitting ordinance requirements research for every jurisdiction the client's cell sites are located in.Responsible for completing zoning and permitting risk assessment/recommendations matrix of telecommunications deployment scenarios for all targeted jurisdictionsManages Zoning and Permitting Specialists for performance of applicable zoning, permitting and NTP requirements to meet market objectivesManages Site Acquisition Vendors when necessary for special zoning/permitting needs when requiredRegularly evaluates staff work load for adjustments to Specialists support staffExecutes Project Plan - Regularly monitors and measures quality of staff performance, ensures projected dates are met and forecasts are up to date, timely receipt of deliverables, and overall Client satisfaction in accordance with the Project Plan and ScheduleOversees document control and ensures compliance with customer requirementsExecutes Quality Plan - ensures accuracy of information, documents, deliverables, and forecasts provided to ClientResolves complex zoning, or permitting issuesImplement and execute GIS software to facilitate the determination of zoning requirements in specific geographical areasCreate and manages the maintenance of Zoning/Permitting Tracker for Project with Assigned SitesDetermine Site by Site JurisdictionContact Jurisdictions to Determine Approval Process for Project SOWRequest E-mail Confirmation of Approval Requirements from JurisdictionDetermine whether to outsource "In Person" submittals or have Zoning/Permitting Lead Travel to JurisdictionWork closely with A& E Team and Site Acquisition Specialists to compile necessary documents for Permit SubmittalManage the preparation and distribution of Carrier Exemption Letters for Zoning and Permitting.Manage the review of Permit Application Packages prior to submittalCreate Cover Letter and Submit Application(s)Follow up with jurisdictions regarding comments/revisionsForward comments/revisions to the appropriate party for correction.Resubmit corrected/additional documentsRegularly monitor status of permit application(s)Make sure Contractors follow appropriate Registration RequirementsNotify appropriate Site Acquisition Specialist when Permit(s) have been approvedIdentification of permitted use areas, difficult jurisdictions, filing deadlines, approval time frames, application requirements and zoning codes.Public Hearing investigation and preparation for submittals.Preparation of hearing packages (Plan Commission Boards, ZBA Hearing Boards, etc.)Coordination and distribution of Interference Studies, Photo Simulations, Coverage Maps, Balloon Test, etc.Coordination with local Utility, DOT, Railroad, Police and Fire, State owned properties.Review and analysis of 3rd party independent engineering reports.Neighborhood meetings, including meeting with local Councilman, Alderpersons, Home Owner Associations, Tribal Councils, Historical District Determinations and Approvals.Perform review and redline of zoning and construction drawings to verify they comply with the zoning codes and design requirements.Attend zoning hearings and present case and findings to obtain any and all necessary zoning relief as it relates to each site.Other duties as assigned. Qualifications:Qualifications:
Bachelors' degree, preferably in Urban Planning or related discipline
Experience in Zoning or Urban Planning and GIS systems
Five years' experience in project management, and/or related functional areas preferably in telecommunication
Good communications and negotiation skills (written and oral)
Detail oriented and highly organized
