OverviewGovCIO is currently hiring for a Submission Processing Lead to manage downstream digital operations including data extraction, business rule validation, and digital submission packaging within a federal government digitalization workflow. This position will be located in Washington, DC and will be a hybrid position.Please note: The contract has not been awarded; this position remains unfunded and is contingent upon the award of the contract.ResponsibilitiesOversees the digital pipeline that processes scanned documents into structured, validated submissions for a large federal digitalization initiative. This includes managing teams responsible for data extraction, AI model performance, business rule validation, and packaging for final submission to government systems or third-party endpoints. The role ensures high accuracy, efficiency, and compliance with processing requirements and data quality standards.
  • Lead all post-scan processing operations across 90M+ annual submissions.
  • Create, conform, and update (as required) standard operating procedures across numerous groups of vendor processing groups.
  • Oversee structured data extraction pipelines from scanned images, including OCR, ICR, and classification models.
  • Drive performance and tuning of AI/ML models, including monitoring field accuracy, misclassification rates, and rejection causes.
  • Validate outputs (XML, JSON, metadata) against client provided schemas and business rule sets, coordinating updates as needed.
  • Ensure compliance with critical quality standards.
  • Coordinate with the Functional Lead to test against evolving IRS style sheets and validation logic.
  • Monitor submission packaging and delivery to client systems.
  • Monitor rejections, ingestion failures, and transmission logs; implement remediation, resubmission, and root cause analysis.
  • Manage performance reporting and support client audits or quality assessments related to digital submission fidelity.
  • Maintain alignment with compliance requirements and support data reconciliation procedures.
QualificationsRequired Skills and Experience
  • Bachelor's with 12+ years (or commensurate experience).
  • 8+ years in digital processing, forms automation, or data validation roles, ideally in a federal or regulated industry.
  • Demonstrated experience leading high-volume OCR/ICR data extraction and transformation operations.
  • Hands-on experience tuning or evaluating AI/ML models for document parsing, classification, or entity recognition.
  • Strong grasp of quality assurance principles, including statistical sampling, validation controls, and audit trail requirements.
  • Experience interfacing with submission gateways and managing secure data transmission protocols.
Preferred Skills and Experience
  • Knowledge of XML/JSON formatting, and file packaging for secure transmission.
  • Experience working alongside software architects, product managers, and QA analysts in integrated workflows.
  • Exposure to Cloud environments and FedRAMP certification programs.
