Your job is more than a jobThe Vice President of Technology and IT Information Security (aka Chief Technology Officer, CTO) is a proven leader, with demonstrated experienced overseeing IT infrastructure that services large enterprise systems with multiple distributed facilities connected across a wide-area network. This position has overall responsibility for both strategic and tactical (day-to-day) operations of networking, telecommunications, data center operations, cloud, and desktop/tech engineering support.
This role is accountable for putting the plans, tools, and processes in place to optimally maintain the technology lifecycle across our servers, storage, network, and other computing components that ensures effective, secure, and highly reliable services across the enterprise. As part of the system lifecycle, this individual will recommend new solutions to mitigate low storage, network latency, degraded CPU utilization, security vulnerabilities, and other infrastructure-related conditions. The thresholds will be set at a level that will give the technical team sufficient time to resolve the problem BEFORE it impacts the end users. The CTO will subscribe to best practices and must increase the efficiency of the IT infrastructure environment. The CTO is expected to continually improve the cost-effectiveness of IT and the project and support capacity of IT; this will be done through a series of projects, working in close alignment with the VP’s of IT. Each project must have clearly stated expected benefits with measurable outcomes.Your EverydayThe CTO is responsible for
  • Establishing and maintaining the vision, strategy, and programs to ensure information assets and technologies are performing optimally while adequately protecting the information assets across the entire LCMC organization.
  • Defining baseline performance measurements and ensuring their results are measured and reported.
  • Developing and maintaining security policies and procedures, security architectures, and regulatory compliance aligns with both industry and internal standards.
  • Facilitating Information Security Governance, advise senior leadership on security direction.
  • Partnering with LCMC Compliance and other HIPAA Leaders to oversee, implement, and monitor the security requirements of Federal and State Rules and Regulations.
  • Coordinates all audit activities, proactively and in response to inquiries.
GENERAL DUTIES
  • Ensures the following support activities are effectively & consistently performed:
  • Upgrade / patching cycles
  • Full & incremental back-ups are performed and periodically restored
  • Management of network traffic
  • Coordinate networking access
  • Downtime coordination
  • Ensuring standardization of network printing and report distributions
Oversees core architecture / design / development of (including but not limited to):
  • network administration / configuration (specifically Cisco)
  • Directory and account services
  • Enterprise desktop / device engineering configurations
  • Infrastructure and DR planning (capacity, disaster recovery, etc.)
  • Backup solutions and practices
  • Wireless technologies
  • Database architectures
  • Citrix technology
  • Administrative and application tools
  • Windows & Unix Operating systems
  • Cloud & other distributed technologies
Projects
  • Participates in the effort with CIO and Implementation Services (PMO) Team to establish an integrated service framework that includes monitoring, issue resolution, and change management.
  • Drive standardization of technology.
  • Uses effective project management skills to lead infrastructure information technology projects to completion on time and on budget. Establishes detailed project plans and coordinates installation/upgrades of hardware, system and application software.
  • In conjunction with Implementation Services, develop and monitor IT (non-application) service level agreements that support business needs and are aligned with customer expectations.
  • Monitor service and take necessary corrective actions to meet agreed upon service levels.
  • Participates actively in various local and corporate committees as required.
  • Conducts analysis of infrastructure needs and prepares written, measurable goals and objectives consistent with organizational long term objectives and system strategies.
  • Accountable to implement infrastructure strategies.
  • Develops innovative and creative infrastructure solutions with resources.
  • Establishes infrastructure information technology standards and strategies for achieving integration and inter-operability of information systems, technology architecture, providing a foundation for software applications.
Finance
  • Prepares and justifies capital, expense, and staffing budgets according to established procedures.
  • Ensures service lines are operating within target budget.
People
  • Determines staffing requirements and assures that qualified staff is maintained in proportion to workload requirements.
  • Facilitate staff development by identifying competencies and promoting training/education and growth opportunities. Monitor staff compliance to policies and procedures.
Policy
  • Revises, develops and approves infrastructure policies and procedures as needed. Identifies opportunities for continuous quality and service improvements and initiates actions to develop solutions.
  • Sets direction and provides guidance on infrastructure technology usage and control.
  • Provides Infrastructure information technology solutions and implements “best practice” IT Management methodologies that are effective, efficient and technically sound including, but not limited to: Capacity Planning; System Availability; System Performance; Release Management; Inventory Management; Support and management of Data Center operations.
  • Studies and evaluates new infrastructure technology and its application to health care.
Other:
  • Maintains effective relationships with key information technology infrastructure vendors.
  • Work directly with the business units to facilitate IT risk assessment and risk management processes, and work with stakeholders throughout the enterprise on identifying acceptable levels of residual risk.
  • Provide regular reporting on the current status of the information security program to enterprise risk teams, senior business leaders and the board of directors as part of a strategic enterprise risk management program.
  • Provide strategic risk guidance for IT projects, including the evaluation and recommendation of technical controls.
  • Ensure that security programs are following relevant laws, regulations, and policies to minimize or eliminate risk and audit findings.
  • Liaison among the information security team and corporate compliance, audit, legal and HR management teams as required.
  • Define and facilitate the information security risk assessment process, including the reporting and oversight of treatment efforts to address negative findings.
  • Perform other job-related duties as assigned.
The Must-HavesMinimum:Experience Qualifications
  • 10 years’ experience administering/supporting network resources for a large sized enterprise, preferably engaged in healthcare. Minimum of 6 years managing technical staff required.
  • Minimum of 5 years of experience with working knowledge of all aspects of information security.
  • Experience managing technical staff through project management is required.
  • Experience producing technical capital and operating budgets, providing ROI analysis, and presenting to Executive teams.
  • Demonstrated ability to work on teams and manage complex projects required.
  • Excellent communication skills to allow effective verbal and written communication to both technical & non-technical customers as well as IT staff, vendors, and consultants.
  • Demonstrated ability to achieve objectives, balance multiple priorities, communicate effectively and stay organized.
  • Must exhibit a high degree of customer service, cooperation, teamwork, initiative, and exceptional judgment.
  • Ability to work with many interruptions, often changing tasks without a loss of efficiency or composure.
  • Knowledge of HIPAA, state and federal guidelines on privacy, transactions, and security.
  • Requires in depth understanding of Information Security practices for the network, servers, databases, applications, and advanced use of Information Security assessment techniques.
