The Asset Management Systems Technician (GIS Technician) supports a variety of Geographical Information System (GIS) tasks related to installation, maintenance, troubleshooting, and upgrading the District's GIS system. This position will primarily perform data collection and enter assets into the Asset Management System (AMS) as well as coordinate work with the GIS/Asset Administrator and GIS Analyst.ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Performs data collection in the field and assists Asset Administrator with entering assets into the AMS.
  • Under direct supervision, performs basic data base design, data maintenance, research, and mapping analysis to the District's GIS Enterprise.
  • Provides excellent customer service and support of the ArcGIS SDE Enterprise GIS System (10.x); provides basic level AMS support and GIS support.
  • Coordinates efforts with the Asset Administrator and GIS Analyst to create the combined GIS and AMS. Utilizes best practices to determine format, research data conversions, establish data specifications, update sources, and ensure data integrity; creates thematic maps for routine and unique requests in web based and paper formats.
  • Utilizes the District's GIS system to add new feature classes and update existing assets using AutoCAD drawings, Record Drawings, Easement legal descriptions, and Keyhole Markup Language (KML) files.
  • Documents policies and procedures for creation of spatial data and map compositions as well as installation of assets into the AMS.
  • Provides recommendations for purchases; provides justification for Mapping equipment and services and makes budget recommendations for District's GIS software and hardware.
  • Prepares mapping solutions for staff, consultants, and collaborators.
  • Participates in a team environment to assist in special projects and reports when needed.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of modeling techniques such as Geometric Network modeling, and complex spatial analysis involving integrated use of numerous data themes and layers.
  • Data management including working knowledge of database design and QA/QC practices.
  • Working knowledge of ArcGIS suite of software (10.x) and administration of an Enterprise GIS database system (SDE). Knowledge of Asset Management System (Elements) and their integration with GIS; AutoCAD or similar drafting software, computer hardware, software and peripherals such as central processing units, printers, and plotters; current technology related to GIS applications and the equipment and software required to maximize system support; water and wastewater utility systems and practices.
  • Comprehensive knowledge of techniques for explaining technical concepts and procedures to non-technical users; instruct and train users on new or upgraded computer GIS applications, hardware, and software.
  • Aptitude to work independently and collaboratively using effective communication with supervisors, co-workers, vendors, consultants, contractors, industry personnel and the general public. This includes providing accurate and timely oral reports and working with many individuals from diverse backgrounds and points of view as part of a project team.
  • Competency to research and access information from various sources to troubleshoot problems with GIS software and applications; compile, analyze and interpret numerous facts and details to solve problems; design and develop spreadsheets of basic difficulty and write routine reports.
  • Ability to follow verbal directions, operating and safety procedures; written policies and procedures accurately and completely; perform and follow-through on diverse tasks, as well as adapt to changing technology, priorities and conditions on demand.
  • Ability to work overtime and weekends as needed.
REQUIREMENTS
  • Associate degree and GISP Certificate or Bachelors in Geography, GIS, Environmental Sciences or related program preferred.
  • Basic cartographic skills and experience with Arc GIS 10.X and ESRI products.
  • Knowledge of Asset Management Systems (preferably Elements or similar software).
  • Utility experience preferred.
  • An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
  • Must possess a valid driver's license and pass a background check.
WORKING ENVIRONMENT AND PHYSICAL ACTIVITIESThis position consists solely of office work and requires occasional operation of a district vehicle to various work sites. Office work requires the ability to operate standard office equipment, such as computers, phones, photocopiers and fax machines. This position requires the ability to sit for extended periods of time with hand/eye coordination: for repetitive motion and data entry. Position includes the occasional lifting and/or moving of items up to 50 pounds and regular lifting of 10 pounds of office items. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.Pay range: Min $50,600/yr. - Max $73,400/yr.
