- Experienced chemical incident and state and local subject matter experts must have extensive (5-10 years) experience working at the state and local level specifically on chemical preparedness across the United States.
- Recognized chemical defense (prevention, preparedness, and response) subject matter experts-more than one individual and can cover all three aspects of defense.
- State and local expert (non-federal experience only - must be at the SL level as well) who has contacts and who has worked with all agencies involved in first responder activities across the U.S.-more than one individual. First responder agencies include but are not limited to: law enforcement, fire, EMS, hazmat, task forces, public health, poison centers, hospitals, medical professionals, clinics, state homeland security agency, Mayor's office, national guard, NGOs, CDC, FEMA, FBI, DOD, and DHS Components.
- Understands how to support communities from the bottom up not just from the federal level down to prepare communities for chemical incidents. Working with a community to identify resources (documents, processes, lists, etc.) that may not be available electronically, held by the private sector, or don't exist.
