- More than 7 years in the technical field, with 7+ years as a Data Architect in large-scale environments, building end to end flows in large scale legacy data conversion projects.
- More than 7 years' experience designing and implementing MDM solutions, including data cleansing, matching, and hierarchy management with strong understanding of MDM platforms (e.g., Informatica, IBM InfoSphere, Reltio).
- More than 10 years' experience with data warehouse solutions and architectures, analytics, reporting and visualizations.
- More than 10 years' experience with shared data architectures and data patterns, optimizing data pipelines, establishing data governance in large scale data transformation projects.
- More than 10 years' experience in data integration technologies (ETL, APIs, ESB, message queues).
- More than 10 years' experience in SQL, scripting languages, and database technologies.
- More than 10 years' experience with cloud data solutions on GCP (Databricks, Snowflake, BigQuery, AI/ML)
- 7 years or more experience in performing fit-gap analyses and design and drive process improvements.
- 3-5 years of experience working in a federal or state government setting
The NYS Office of Information Technology Services (ITS) is recruiting for a highly skilled Data Management Architect at Level III to lead the design, implementation, and optimization of our enterprise-wide Data Management solutions. The ideal candidate will possess deep expertise in data architecture, modern cloud data platforms, and a strong commitment to data quality and governance. This role will be pivotal in shaping our data strategy, driving efficiency, and ensuring the accuracy and consistency of our critical business data assets across the organization. The individual must have strong analytical and problem-solving skills and have excellent communication skills for collaborating with technical and business teams.The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, Child Care and Fair Hearings.Responsibilities:
- Data Management Solution Design and Architecture: Design and develop scalable data architectures, define data models, hierarchies, and workflows, and develop application interfaces. Ensure the solution meets scalability and performance standards.
- Data Modeling and Data Flow Expertise: Apply expert-level data modeling practices, design and document data flows and diagrams, lead data conversion processes and integrations, and maintain documentation.
- Cloud Data Technologies and Modern Solutions: Implement and leverage modern cloud data solutions on GCP (Databricks, Snowflake, AI services). Design and optimize data pipelines and data warehousing in the cloud. Evaluate and recommend MDM tools, potentially including AI/ML.
- Data Warehouse Solutions and Analytics: Utilize solid experience with Data Warehouse solutions for analytics and reporting. Understand MDM integration with the analytics ecosystem and possess expertise in data modeling for analytical purposes.
- Shared Data Architectures and Data Patterns: Design and manage shared data architectures. Identify data patterns and common entities. Enforce data governance for quality and consistency across shared data assets.
- Fit-Gap Analysis and Process Improvement: Conduct fit-gap analyses to identify areas for process improvement. Collaborate with stakeholders to translate needs into action plans and champion continuous improvement.
- Collaboration and Leadership: Provide technical leadership, work closely with business units and IT teams, and collaborate with cross-functional teams for implementation and adoption of MDM solutions.
