Under direction of the YSC Operations Manager, provide the necessary counseling, case coordination, and program oversight functions for youth and staff in the Youth Services Center (YSC).Supports and promotes the Mission, Vision and Guiding Principles of the Human Services Department. Performs in a manner consistent with the HSD Professional Standards and “Commitment to My Co-Workers.”20% - Performs Short-term group/individual counseling and case management of youth.
  • Maintains contact with parents, social workers, attorneys, school personnel, and others involved in resident case planning.
  • Provides individual assessments and plans of care.
  • Meets with residents on an individual basis to provide non-therapeutic counseling.
  • Provides transportation for residents to outside appointments, home visits and employment.
  • Provide evidence based programming, as needed.
20% - Oversees the ACTIONS and Crisis Stabilization Program.
  • Reviews and updates the ACTIONS and Behavioral Stabilization Program Manuals on a regular basis.
  • Provides training to Youth Specialists on program guidelines.
  • Makes changes to programs when necessary.
  • Will provide regular updates to YSC staff on the progress of youth in the ACTIONS Program.
10% - Leads Staffings involving concerned parties and collaborates with Youth Justice System Partners.
  • Organizes and leads staffings for youth in the facility and transitioning out of the facility.
  • Documents staffing outcomes in eWisacwis.
  • Contacts outside agencies to help arrange services for residents.
10% - Oversees the Youth Services Center behavior management program as well as all curriculum materials and make modifications as necessary.
  • Directly observes Youth Specialists compliance to facility behavioral management program.
  • Provides training to all new Youth Specialists on behavioral management program.
  • Provides coaching to Youth Specialists on proper behavioral management techniques.
  • Provides feedback to YSC Administration on Youth Specialists behavioral management program compliance.
10% - Attends Court Hearings of all youth placed in the Youth Services Center.
  • Act as the YSC court liaison and attend court hearings of all youth placed at the YSC.
  • Provide transportation of youth to court, when necessary.
  • Advocate for youth during the court process.
  • Communicates to facility staff on court related information on each youth.
10% - Provides custody intake duties according to Ch. 938.
  • Conducts Custody Intake Duties and makes custody intake decisions based on youth justice policy and procedure, when necessary.
15% - Performs other miscellaneous duties.
  • Follows the daily schedule of activities as outlined in the Youth Services Center Policy.
  • Supervises youth while on off-campus activities.
  • Performs security, discipline, and suicide checks according to Youth Services Center policies.
5% - Performs other duties as assigned.
  • Knowledge of general trends in social work, and youth justice.
  • Knowledge of behavioral and mental health disorders in youth.
  • Knowledge of trauma-informed care in residential settings for youth.
  • Knowledge of DOC 346, DCF 59, Ch. 48, Ch. 938
  • Knowledge of cognitive behavioral treatment interventions for youth involved in the youth justice system.
  • Skilled in the use of personal computing and related software.
  • Knowledge of Motivational Interviewing skills.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work without supervision and to make appropriate decisions.
  • Ability to work with a diverse population in a non- judgmental fashion.
  • Knowledge of eWisacwis and the Youth Assessment Screening Instrument (YASI).
  • Ability to lead treatment staffings.
  • Bachelor's degree in Social Work or related field. Individuals with a Master's degree in a human services field would be preferred.
  • At least one year experience working in either the juvenile justice field.
  • Knowledge of the Youth Justice system.
  • Ability to respond in a crisis and physically control residents when necessary.
  • Must receive certification as a Juvenile Intake Worker within first year of employment.
  • Must posses and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 and 5.27.
  • CPR/AED Certification
  • Ability to work evenings and weekends, when needed.
Physical Elements:
  • Ability to walk up one flight of stairs
  • Ability to lift and carry at least 20 pounds for at least 15 feet.
  • Ability to squat to inspect cells under bunks, tables, etc.
  • Ability to carry mattresses and bags of laundry
  • Ability to push the food cart with trays of food
  • Ability to push the mop bucket, move chairs and tables as needed
  • Ability to lift, push/pull objects weighing up to 165 poundsAbility to respond in a crisis and physically control residents.
  • Ability to walk up one flight of stairs.
  • In an emergency situation, Youth Specialists must be able to physically restrain youth using the Principles of Subject Control (POSC); break up physical altercations between and with youth; provide suicide intervention and first aid as necessary; and lead evacuation and rescue efforts should there be an emergency situation in the building such as a power outage, fire, tornado, or other environmental issue.
Equipment Use:
  • Ability to use a computer and computer keyboard.
  • Ability to use a portable radio.
Working Conditions:
  • Almost all indoor work with the ability to go on off-campus activities.
  • Possible exposure to blood and/or body fluids.
