The Iowa Finance Authority is hiring a Homelessness Programs Manager to help lead statewide efforts to prevent and alleviate homelessness.About Us:The Iowa Finance Authority is dedicated to enhancing the economic well-being of Iowans. From helping first-time homebuyers to supporting disaster recovery efforts, IFA plays a crucial role in improving the quality of life for residents across the state.About this Opportunity:As the Homelessness Programs Manager, you will be responsible for overseeing and conducting program administration and compliance monitoring activities to ensure all Federal and State-funded programs serving individuals and families experiencing or at risk of homelessness operate in full accordance with applicable laws, regulations, and contractual obligations. This includes reviewing program operations, evaluating subgrantee performance, identifying areas of non-compliance, and implementing corrective actions to uphold program integrity and effectiveness. You will also serve as the State's subject matter expert on homelessness programs, policies, and initiatives aimed at preventing and alleviating homelessness in Iowa.Key Responsibilities:Program Administration:
  • Uses specialized knowledge to manage programs and establish goals designed to prevent and alleviate homelessness.
  • Serves as a subject matter expert and point of contact for stakeholders such as homeless services providers, housing developers, community-based service providers, and consumer groups regarding offered programs and related legislation.
  • Develops policies and procedures for application, grant and contract management, while ensuring compliance with State and Federal regulations, including reporting requirements.
  • Gathers data and evaluates policies, programs, statues, and rules to recommend actions to advance State and program initiatives.
  • Scores grant applications and recommends awards.
  • Shares expertise and represents IFA on task forces and at industry conferences.
Compliance Monitoring:
  • Advises stakeholders and program participants on State and Federal program policies, procedures, and standards.
  • Evaluates participant compliance with grant and contract provisions.
  • Prepares reports, notifying participants of required actions.
  • Collaborates with program participants to resolve and prevent deficiency issues.
