With 21 properties, over 650 residents and projects under construction, we keep busy!Position Summary:The Regional Facilities Manager oversees the physical maintenance operations, capital projects, and compliance standards across a portfolio of affordable multifamily housing communities. This leadership position ensures all properties operate efficiently, safely, and within budget, while meeting all regulatory and funder expectations. The role includes supervising on-site maintenance teams, coordinating capital improvements with the Director of Housing Operations and VP of Real Estate Development, and preparing for NSPIRE and other investors or agency inspectionsPrinciple Duties and Responsibilities:Maintenance Operations Oversight:
  • Supervise Lead Maintenance Technicians and their teams across multiple affordable housing properties
  • Ensure timely response to work orders, unit turnovers, preventive maintenance, and emergency repairs.
  • Train and support maintenance staff on safety procedures, service standards, and compliance requirements.
  • Ensure consistent documentation of work orders, repairs, and maintenance logs in property management systems.
  • Oversee company fleet vehicles assigned to maintenance operations, ensuring compliance with safety standards, preventative maintenance schedules, and proper documentation.
  • Ensure maintenance operations support high-quality resident service standards and contribute to positive resident satisfaction outcomes.
  • Enforce OSHA standards and ensure all maintenance personnel are equipped with appropriate personal protective equipment (PPE) and trained in safe equipment usage.
Budget Management & Resource Allocation:
  • Monitor maintenance spending to ensure operations remain within each property’s approved budget.
  • Approve vendor invoices and purchasing requests in accordance with procurement policies.
  • Support the development of annual operating and capital budgets by forecasting repair needs and long-term replacements.
Capital Projects & Asset Improvements:·
  • Partner with the Director of Housing Operations and VP of Real Estate Development to plan and execute capital improvement projects.
  • Assist in vendor selection, bid review, project scheduling, and oversight of contractor performance.
  • Ensure capital projects are completed on time, within budget, and in compliance with specifications, building codes, and safety regulations.
Preventative Maintenance & Safety:
  • Develop and manage preventive maintenance schedules to extend the life of building systems and components.
  • Ensure proper documentation and timely execution of preventative maintenance tasks across all properties.
  • Conduct regular property inspections to identify maintenance needs, safety hazards, or deferred repairs.
NSPIRE & Regulatory Compliance:
  • Lead site preparation efforts for HUD’s NSPIRE inspections and other federal, state, or local housing authority inspections.
  • Conduct internal property audits using NSPIRE and agency scoring criteria.
  • Work with site teams to correct deficiencies, maintain documentation, and meet ongoing compliance expectations.
  • Maintain familiarity with inspection protocols from agencies such as HUD, USDA-RD, tax credit investors, and state housing finance agencies.
Casualty Loss Response:
  • Serve as the lead contact for physical response to casualty events (e.g., fire, flood, natural disaster).
  • Coordinate with insurance adjusters, restoration vendors, and internal stakeholders on damage assessment and repairs.
  • Manage emergency documentation, support claims processes, and ensure timely and compliant restoration.
Vendor & Contractor Management:
  • Procure and oversee vendors and service providers for specialized repairs and capital work.
  • Negotiate contracts and ensure performance aligns with scope, timeline, and budget.
  • Evaluate vendor performance and ensure compliance with insurance, safety, and licensing requirements.
Asset Management & Reporting:
  • Track maintenance performance metrics and prepare regular reports on preventative maintenance completion, open work orders, capital progress, and compliance findings.
  • Support strategic asset management planning by identifying long-term repair and replacement needs.
  • Recommend improvements to reduce deferred maintenance, increase energy efficiency, water conservation, sustainability, and extend asset lifespan.
  • Collaborate with asset management staff to provide property condition data, capital needs forecasts, and support for refinancing, repositioning, and regulatory reporting.
  • Support disaster preparedness planning related to facilities infrastructure.
Skills & Competencies:
  • In-depth knowledge of building systems (HVAC, electrical, plumbing, structural, etc.).
  • Strong leadership, team management, and coaching skills.
  • Familiarity with HUD’s NSPIRE inspection protocol and other housing program inspection standards.
  • Proficient in Microsoft Office Suite (Excel, Word, Outlook, Teams) for reporting, communication, and documentation.
  • Skilled in budgeting, scheduling, vendor management, and contract negotiation.
  • Strong verbal and written communication skills, with the ability to work collaboratively across departments and with external stakeholders.
  • Proficient in property management and maintenance software (e.g., Yardi, RealPage).
Certifications (Preferred):
  • CAMT (Certified Apartment Maintenance Technician), CPO (Certified Pool Operator), EPA HVAC Certification, or OSHA 10/30 preferred.
Education & Experience:High school diploma or GED required; associate or bachelor’s degree in Facilities Management, Construction Management, or a related field preferred.Minimum 5 years of experience in multifamily property or facilities management, with at least 2 years supervising maintenance staff.Experience working in affordable housing settings and with HUD, LIHTC, or other regulated housing programs strongly preferred.Working Conditions:Frequent travel required to properties across the assigned region. Must be available for occasional evening or weekend emergency response. Physical requirements include walking property grounds, climbing stairs/ladders, lifting up to 50 lbs, and handling tools or equipment as needed.Pay: $100,000-$105,000 annuallyPEP employees are as important as our residents.
