Employee will be assigned the Business Operations Office, Financial Services, Accounting and Reporting. Under limited supervision, perform advanced professional accounting work and overseeing state expenditure comparison and budget estimates, and analyzing complex accounting transactions and reports for compliance and the use of program management.Duties and expectations:
  • Selected candidate should have knowledge of generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAP), and all other applicable state laws, state regulations, federal laws, and federal regulations. Position requires the ability to apply knowledge of government accounting standards and financial information systems.
  • Employee will assist a Financial Reporting Specialist 2 in the completion and/or review of closing books by all divisions and offices of the department and make adjustments using GAAP, wvOasis, and any other required/mandated authority.
Employee will assist a Financial Reporting Specialist 2 in preparing governmental financial statements; prepare GAAP financial statements, footnote disclosures, audit adjustments, and management discussion and analysis for major proprietary funds of the state of West Virginia.Employee will assist contracted CPAs and other auditors performing audits of GAAP state financial statements. Employee will be responsible for federal grants reporting to the US Environmental Protection Agency.Employee will perform other duties as assigned or required.Ideal applicant would be very proficient in the use of a personal computer and Microsoft office software to compile information on database, spreadsheet, and word processing programs.Some overtime may be required for special projects during periods of audit or annual review.Working knowledge of processes within the State Auditor's office and the State Treasurer's office will be beneficial. Preference may be given to applicants with CPA certification, a Master of Professional Accountancy or a Master of Business Administration.
AND
Experience: One (1) year of full-time or equivalent part-time paid experience in preparing or auditing GAAP based audited financial statements or maintaining accounting systems which support the preparation of GAAP based audited financial statements which included substantial experience with applicable software.
OR
Substitution: Graduate course work in the above areas from an accredited college or university may substitute at a rate of fifteen (15) semester hours for every one (1) year of required experience.***Your complete work history is needed to qualify you for positions.
