Rate: Based on experiencePosition Overview:Tech Valley Talent (TVT), an HBITS PRIME Vendor, is seeking an Expert Systems Architect to support the New York State Insurance Fund (NYSIF). The selected candidate will lead the development and maintenance of software solutions to support Workers’ Compensation insurance processes, billing, policy management, and premium calculations. This role requires a highly skilled professional with extensive experience in Oracle, .NET development, web technologies, and insurance industry regulatory compliance.Responsibilities:
  • Plan and design the structure of technology solutions.
  • Develop Oracle stored procedures, packages, and triggers.
  • Build batch applications using .NET and Oracle.
  • Communicate software requirements to application development team members.
  • Design, develop, and maintain modern web applications using frameworks and technologies such as JavaScript, CSS, XML, XSLT, HTML, and AJAX.
  • Ensure compliance with Workers’ Compensation insurance industry regulations and guidelines.
  • Support and enhance billing, collections, and policy premium calculation processes.
  • Collaborate with stakeholders to deliver scalable and high-performance software solutions.
Qualifications:
  • Experience Level: Expert (84+ Months) – Able to provide guidance to large teams and demonstrate extensive industry expertise.
  • 7 years of experience in software development and maintenance for Workers’ Compensation insurance processes, including proof of coverage implementation per IAIABC guidelines.
  • 7 years of experience developing and supporting billing and collections software solutions, including accounts receivable management and compliance with regulatory requirements.
  • 7 years of experience implementing policy premium calculations and renewals for Workers’ Compensation Insurance in New York State.
  • 7 years of Oracle development experience using PL/SQL Developer (triggers, functions, stored procedures, packages, views, cursors, file processing, and advanced query optimization).
  • 7 years of experience as a .NET application developer with TFS and Visual Studio 2019 or newer.
  • 7 years of web browser application development experience using JavaScript, CSS, XML, XSLT, HTML, and AJAX.
  • 4 years of experience with Planview PPM Pro (formerly Innotas).
  • Preferred Educational Attainment: Bachelor’s degree in Computer Science, Information Technology, or a related field.
