As a Senior IT Policy and Oversight Consultant, you will provide oversight consulting services to a broad portfolio of highly complex IT projects across the state of Washington. Oversight Consultants typically oversee a portfolio of 15-25 IT projects with a total portfolio value of $300M+.DutiesSome of what to expect with this role:
- Provide ongoing consultation to major IT program and project executives, leaders, and project managers with a focus on effective governance, strong project management and early risk identification and mitigation.
- Assess governance and decision making, project management, scope, schedule, and budget management as well as quality, procurement, risk, integration, resource, vendor, change and communications management practices.
- Communicate critical or sensitive issues in a timely manner to OFM and agency IT, business, and executive management, and escalate as necessary.
- Document monthly scope, schedule, budget and overall health assessments of major IT programs and projects on the Washington State IT Project Dashboard.
- Work collaboratively with agencies to ensure investment plans reflect best practices and comply with all relevant state policies and standards.
- Evaluate projects at each stage and validate if the project is planned, managed, meeting deliverable targets, and progressing toward planned outcomes as defined in the project's approved technology budget and investment plan.
- Assess total project costs from initiation through closeout, including but not limited to hardware and equipment, software licenses and subscriptions, state staff, contract implementation services, project management and quality assurance.
- Determine major projects to be placed under WaTech oversight based on a risk assessment of anticipated cost, complexity, statewide significance and user impact, business and technology impact, agency readiness, security and privacy, duration, and other considerations.
- 10 years of experience performing Information Technology (IT) project management functions (e.g., project director, project manager or a dedicated member of a project management office team), IT project quality assurance, oversight, or consultant services on a full-time or nearly full-time basis.
- Five years of combined experience in IT program management, portfolio management, business systems analysis, organizational change management or other closely allied field on a full-time basis.
- Two or more years of experience managing or overseeing large, complex enterprise IT projects valued at over $10 million.
- Two or more years of experience working with a government agency.
- Formal project management training and/or certification.
- Demonstrated familiarity with agile/scrum methodologies and Lean management concepts.
