- Partners with the leadership team to understand and execute the organizational and site-specific Human Resource and workforce planning strategies particularly as they relate to employee and labor relations, current and future talent needs, retention, and succession planning.
- Understands the state of the workforce culture through data analytics and personal connections and communicates underlying concerns and opportunities with site and HR leadership.
- Recognizes the importance of building relationships and works closely with union leadership to interpret collective bargaining agreements and create a cooperative and equitable work environment. The HR manager should be the site subject matter expert on the relevant collective bargaining agreement.
- Creates and fosters, in collaboration with site leadership, an environment of diversity, equity and inclusivity in the workplace and actively seek feedback from the workforce for continuous improvements.
- Represent the Company and its values to all employees; serving as a role model for the workforce.
- Collaborate cross functionally across all departments and advise site leadership as needed
- Assist in driving safety improvement by promoting a proactive safety culture.
- Promote and maintain a safe work environment, safe work practices, and a strong safety culture.
- Ensure that Environmental Excellence is practiced with in area of responsibility.
- Recruits, interviews, hires, and ensures training of new staff in the department.
- Oversees the daily workflow and deliverables of the department.
- Provides constructive coaching and timely performance management feedback and evaluations.
- Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute tasks in sensitive circumstances such as providing reasonable accommodations, investigating allegations, and assisting in the administration of discipline.
- Prepare, implement, and maintain departmental budget.
- Responsible to approve departmental spend and document accrual of spend, as necessary.
- Supports and participates in the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, and professional roles; collaborates with departmental managers and recruitment staff to understand expectations, including skills and competencies, required for openings.
- Supports and collaborates with HR Shared Services team on initiatives involving recruitment and workforce planning, policies, benefits, compensation, and organizational development.
- Oversees and ensures consistency, equity and respect in employee disciplinary meetings, terminations, and investigations.
- Maintains knowledge and ensures HR staff is apprised of trends, best practices, regulatory changes, and modern technologies in human resources, talent management, and employment law.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices to maintain
- Adheres to the US PGM Operations HR Code of Ethics
- Performs other duties as assigned.

- Strong analytical and problem-solving skills.
- Thorough understanding of local, state, and federal laws pertaining to employment, labor, and HR policies.
- Proficiency in Microsoft Office applications (Word, Excel, Outlook, Teams, PowerPoint).
- Proficient with or the ability to quickly learn the HRIS (Human Resources Information Systems), payroll, and other employee management software.
- Communicating effectively and building trust with employee groups at all levels of the organization

- Bachelor's degree in Human Resources, Business Administration, or related field
- Minimum 10 years' relevant experience in related field such as compensation, benefits, recruiting, payroll, HRIS, management development training, and compliance).
- Minimum 3 years HR supervisory or manager experience
- SHRM-CP or SHRM-SCP preferred
- Or any combination of the above
