2. Ensure sufficient vendor and contractual capacity to effectively execute programs.
3. Review and approve key program documents such as RFQs/RFPs, contracts, task orders, change orders, and payment applications to ensure compliance with NYCHA standards and external regulations.
4. Oversee and direct field inspection activities and responses to safety and quality inspections.
5. Direct the review of project schedules and task order assignments to insure maximum productivity.
6. Facilitate effective communication and coordination with NYC agencies (e.g., DOB, FDNY, DEP) and utility providers to address regulatory and operational requirements.
7. Cultivate relationships with internal teams, including Heating, Elevators, Skilled Trades, Property Management, and Operations, to ensure cross-divisional collaboration.
8. Monitor program performance metrics and project controls, identifying trends and ensuring timely corrective actions.
9. Develop and present status updates, reports, and recommendations to senior leadership, summarizing key decisions and areas requiring attention.
10. Address program-specific challenges, including schedule delays, budget overruns, and contractor performance issues, while mitigating risks to successful delivery.
11. Lead efforts to integrate lessons learned and industry best practices into program management processes, driving continuous improvement.
12. Make recommendations for improving inspection activities to the VP for Program Management.
13. Manage staff performance, fostering a high-performance culture driven by accountability, collaboration, and innovation.Key Competencies1. Full-time satisfactory experience in construction inspection on capital projects, each one of which must have had a dollar value of at least $300,000. One year of acceptable experience will be credited for each year of construction inspection experience up to a maximum of four years.2. Full-time satisfactory experience in building construction as a journeyperson in one or more of the skilled building construction trades. One year of acceptable experience will be credited for each year of journeyperson experience up to a maximum of four years.3. Education in an accredited college or university leading to a bachelor's degree in architecture, landscape architecture, or air pollution control, chemical, civil including structural and bridge design, electrical, mechanical, or sanitary engineering will be credited on the basis of 30 semester credits for one year of acceptable experience up to a maximum of four years.4. A New York State license as a professional engineer or registered architect or a license as a professional engineer or registered architect from a state that has reciprocity with New York State may be substituted for the four years of education and experience described in "1", "2" and "3" above. However, all candidates must have at least six years of experience in construction management work described above, including at least eighteen months in a managerial or consultative capacity in an organization responsible for the management of construction.License Requirements
