Overview:Manages first line of defense Risk Management Testing Plan for the commercial bank. Oversees the control test planning, test execution and results across varying business test activities including support of sustainability efforts to successfully close remediation plans. Manages the team responsible for first line of defense testing ensuring testing is consistent and performed in accordance with M&T’s First Line of Defense Guidance on Management of Risks and Internal Controls and professional standards. Sets Regulatory Testing Policy for the Business and performs monitoring and risk-based State Regulatory substantive testing.Primary Responsibilities:Responsible for some or all the following first line of defense responsibilities for the commercial bank.Lead the planning, execution, and reporting of Commercial Bank first line of defense Testing Risk Management function including ensuring the documentation of key processes and internal controls. Ensure the complete and proper identification and assessment of risks in Commercial key processes in accordance with the Enterprise Risk Framework, internal guidance, and risk management professional standards.Oversee the development, execution and reporting of Commercial Bank’s risk-based testing program. Ensure control testing is completed in accordance with M&T's First Line of Defense Guidance on Management of Risks & Internal Controls and professional standards.Oversee reporting to Business Unit Management, Credit and Commercial Risk Management, and internal risk committees.Oversee all remediation plan first line sustainability testing to confirm issue has been resolved and will be successfully closed.Identify emerging Compliance Risks and risks associated with new, or changes to existing, products, services, markets, and/or channels and oversee the reporting of these risks to management and the relevant committees.Ensure the effective and efficient management and reporting of Compliance issues, including remediation plans.Collaborate with business line and senior management within the Division to identify, assess, monitor and control risk with respect to regulatory adherence to the Commercial Bank processes; ensure development and maintenance of required controls, policies and procedures in accordance with the risk appetite statement.Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Design, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis. Identify risk-related issues needing escalation to management.Promote an environment that supports diversity and reflects the M&T Bank brand.Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.Assist with internal and external audits by serving as the primary point of contact for Commercial Bank.Work with second line and other partners to ensure appropriate risk training is completed by Commercial Bank employees.Assist with the investigation of Potential Risk Events (PREs) identified by the first or second line.Analyze various Federal and State laws to determine relevance to Commercial Bank and provide risk guidance on the applicability of the rule. Ensure the rules are operationalized in a compliant manner.Manage the implementation of all new or amended regulations. Complete other related duties as assigned.Scope of Responsibilities:This position is responsible for overseeing all related risk testing functions for Commercial Banking. The position must collaborate with business partners on risk management, including, but not limited to, compliance and regulatory issues. The position also communicates with management on all matters of significance related to risk management.Managerial/Supervisory Responsibilities:Manages the Commercial Banking Risk Testing team.Education and Experience Required:Bachelor’s degree and a minimum of 11 years’ relevant work experience in risk management compliance or audit, or in lieu of a degree, a combined minimum of 15 years higher education and/or work experience, including 4 years of leadership/supervisory experienceExperience with bank audits and testingExperience and success in forming and directing cross-functional teams.Strong verbal and written communication skills.Strong managerial and cross-functional collaboration skills.Ability to communicate concepts and theories and develop alternative recommendations.Strong presentation skills.Ability to maintain strong working relationships with senior management as well as business partners within and outside of the Bank.Education and Experience Preferred:Master’s degree or MBA.CPA, CIA, CISA or similar certification preferred.Advanced knowledge of risk analytics and testing#LI-LP1M&T Bank is committed to fair, competitive, and market-informed pay for our employees.
