A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.Key Responsibilities:
  • Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
  • Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
  • Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
  • Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
  • Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
Candidate Skills and Qualifications Minimum Requirements12 years Required: Progressive experience as a Business Architect or in a similar strategic role, focusing on enterprise-level initiatives.12 years Required: Proven success in leading or contributing to multiple large-scale digital transformation and business process reengineering projects, delivering measurable improvements in efficiency and service.12 years Required: Expertise in MITA (Medicaid Information Technology Architecture) with practical application in complex environments; MITA State Self-Assessments (SS-A) experience highly desirable.10 years Required: Advanced business modeling skills using BPMN, UML, ArchiMate, and strong knowledge of enterprise architecture frameworks such as TOGAF.10 years Required: Strong analytical, problem-solving, and critical thinking skills with the ability to address complex issues and design practical solutions.10 years Required: Excellent written, verbal, and presentation skills; ability to explain complex concepts to both technical and non-technical stakeholders.10 years Required: Strong negotiation, facilitation, and conflict resolution abilities.8 years Required: Bachelor's degree in Business Administration, Information Technology, Computer Science, or related field (Master's degree preferred).8 years Required: Proven success working with both technical and non-technical teams on complex business challenges, with strong oral and written communication skills. Preferred Qualifications12 years Preferred: Direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP), including knowledge of federal regulations and state-specific policies.10 years Preferred: Experience in government or public sector environments.10 years Preferred: Relevant certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma (Green/Black Belt).10 years Preferred: Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
