- As a Systems Analyst for the Department of Technology, Management, and Budget providing support to Treasury, the selected candidate will complete a range of information system analyst assignments including, but not limited to:
- Working on System Security Plans (SSPs), which are based on the NIST 800-53 framework
- Developing applications
- Working with Treasury teams to create and document requirements
- Creating test plans
- Updating, creating, and editing documentation for existing applications and ongoing Treasury Projects
- The selected candidate will provide technical support to other team members and assist other team members in completing SSPs.
- The selected candidate will evaluate, document, and inform DTMB management and Treasury Stakeholders of the impact and risks of proposed changes, software updates, including impacts to disaster recovery planning.
- The selected candidate will have the ability to follow and implement the SUITE process of documentation; SUITE is the State's project management methodology.
- Desired Skill Sets Ability to lead meetings, clear communication, follow-up, able to write detailed responses to
- SSPs, ability to capture and record requirements, test plans, user guides, other documentation, etc.
- The selected candidate will have experience and knowledge of project/work estimation and will be required to provide estimates related to project planning, as well as individual tasks assigned to the employee.
- This position will be dedicated. Candidate must have System Analyst experience.
- Must be able to successfully work independently.
- Must be proficient and experienced at writing and modifying system documentation.
- Must be able to independently lead working sessions with assigned team of both technical and non- technical individuals (requires good presentation skills).
- Will provide clear communication both verbally and in writing.
- Must be able to clearly explain technical information to both technical and non-technical individuals .
- Be able to write applications and assist Treasury in any application updates.
- Provide content approval and validate estimates for the entire schedule of the project for the Project
- Manager to ensure compliance with the SUITE Project Management Methodology (PMM) and the
- Systems Engineering Methodology (SEM).
- Facilitate requirements gathering/meetings with clients to gather requirements (traditional waterfall and agile) for all IT solutions and to identify impacted business processes and determine best process and IT solution integration.
- Lead artifact reviews with peers, system specialists, Enterprise Security and other DTMB entities to ensure IT solutions and applications adhere to DTMB and agency policies, standards or guidelines.
- Validate and finalize Local Change Board and Enterprise Change Board documents.
- Ensure proper change management for all requested fixes to production systems.
- Ensure proper change management procedures are followed for all requested changes to system designs and system architecture standards are documented.
- Will have experience developing training content and facilitating training sessions.
- Will validate test data and test results.
- Will differentiate between defects and new requirements and initiate change requests as necessary.
- Will develop and monitor defect tracking logs and facilitate problem resolution.
- Will review and approve project management documents.
- Will be responsible for updating SSP's and assisting Treasury on SSP responses.
- A bachelor's degree is required.
