- Technical BS Degree and 3-10 years of applicable experience. Additional experience may be substituted for education.
- Interim Secret clearance is required to start. Must be able to obtain and maintain a Top-Secret clearance at the end of the government clearance approval process. U.S. Citizenship required.
- Relevant technical and/or operational experience with satellite-based communications networks or other satellite-centric operations.
- Ability to organize information from multiple sources and distill that into a consolidated / congruent message.
- Ability to develop and run test procedures, execute test scripts, and collect data for post-test analysis and reporting.
- Experience developing and authoring documents such as briefings, plans, reports, executive summaries, white papers, staff actions, data management and analysis plans.
- Ability to work in a team environment as well as individually without continuous direction (proactive).
- Ability to communicate and present technical details both written and verbally.
- Ability and willingness to brief senior leadership on plans and results of test events
- Proficiency with the Microsoft Suite of Office applications to include Word, Excel, and PowerPoint etc.
- Organizational, communication and decision-making skills
- Able to travel to government and contractors' facilities, test sites, and other locations, CONUS and OCONUS 25% - 50% of the time with occasional surge events.
- Self-motivated and self-starter.
- Active Top Secret clearance.
- Relevant technical and/or operational experience with NC2 systems.
- Technical and/or operational experience with satellite systems such as MILSTAR, Advanced Extremely High Frequency, WGS or other satellite operations.
- Applicable knowledge of and experience with Scientific Test and Analysis Techniques (STAT), Design of Experiments (DoE), and data analysis and project management, as it applies to developmental and operational testing of military satellite communications systems.
- DoD acquisition experience related to test and evaluation processes.
- Familiarity with missions and systems supported by U.S. Space Force, U.S. Strategic Command, Space & Missile Systems Center, Defense Information Systems Agency, or Joint Terminal Engineering Office.
- Provides test planning support, including development of an integrated Test and Evaluation (T&E) strategy, to identify the availability of test resources, track risk factors to facilitate the program’s acquisition strategy and assess readiness for Operational Test.
- Authors and coordinates Developmental Test & Evaluation (DT&E)-related documentation to include test plans, test procedures, test reports, and briefings.
- Plans and/or participates in program and DT&E and Cybersecurity-related meetings to include test readiness reviews, working groups, teleconferences, and Integrated Test Team (ITT) discussions.
- Assists the government in test oversight during contractor testing; supports the ITT to make technically informed and objective judgments during contractor testing and government DT&E.
- Test Lead for planning, executing, and reporting on required DT&E events to include preparing and briefing Test Readiness Review documentation and report development meeting stringent guidelines as defined by leadership when producing test-related artifacts.
- Coordinates applicable resources, activities, data and documentation with Participating Test Organizations (PTOs) and stakeholders as required.
- Ensures safety concerns, deficiencies, and watch items are tracked and reported.
- Travel to various sites to participate in planning, execution, data analysis, report generation, etc., of program-related activities.
- Reviews Technical documentation to gather data on which systems will be designed and supported.
- Attends or hosts meetings as necessary to provide briefings, information, and recommendations.
